BRC’s response to the ongoing crisis in Ukraine and impacted countries is evolving from an emergency phase to a longer-term structure and strategy. The purpose of this role is to ensure that the Country Cluster Manager for Ukraine-impacted countries, and the Head of Region, and are effectively resourced to be able to deliver to Regional and Country strategies in the countries neighbouring Ukraine. This includes support to the core team with monitoring and reporting, relationships and engagement across key internal and external stakeholders and support to regional partnerships. The post-holder will also play a role in ensuring that BRC support to RCM partners is planned, coordinated and delivered efficiently from across the wider directorate.

**Programme Officer**
**will involve**:

- Support the Country Cluster Manager to ensure effective programme and administrative management is met within BRC. This includes managing, monitoring, and keeping updated all Ukraine-impacted countries projects/planned NSD support documentation through the Project Cycle Management (PCM) processes e.g., Completing concept notes and design documents, uploading quarterly reports, and supporting with evaluations etc.
- Manage, monitor, and keep updated all relevant information and documentation pertaining to key stakeholders in the region through the PCM process e.g. support the CCM to develop and manage partnerships and partnership reviews, including due diligence processes, reporting, documenting key decisions, etc.
- Coordinate reporting processes and related requirements in relation to external donors, to help ensure compliance and to demonstrate impact, in line with BRC systems and approaches
- Help monitor thematic trends and context within the area of responsibility
- Maintain relationships with internal partners and stakeholders as relevant, representing the Ukraine-impacted countries team as required.
- Help maintain relationships and information flows with external partners and stakeholders as relevant, representing the Ukraine-impacted countries team as required. This includes IFRC, ICRC, Partner National Societies, Host National Societies, Clusters and key stakeholders.
- To contribute to the monitoring and maintenance of up to date and clear financial information for the team to help ensure compliance with BRC procedures, in line with internal financial processes.
- Provide support to the CCM and Head of Region in the development, monitoring and reporting of regional action plans and the international directorate strategy.

**Programme Officer**
**, you’ll need**:

- Higher level academic qualification (degree level or equivalent work/life experience)
- A qualification in or knowledge of project management (desirable)
- An understanding of the international humanitarian system or international development context (desirable)
- An understanding of the regional context (desirable)
- Ability to capture and analyse large amounts of information
- Proven research, drafting and editing skills and able to write for a variety of audiences
- Facilitation and presentation skills.
- Excellent administration and organisational skills, including attention to detail and maintaining up-to-date and accurate records
- Excellent IT skills, including all basic MS office packages
- Experience of compiling and summarising materials for a variety of audiences. (desirable)
- Experience in project or programme management
- Experience of working or volunteering in humanitarian or international development contexts, either within programmes or policy.
- Experience in proposal, logframe and budget development, report writing and other project documentation.
- Working with teams and colleagues remotely (desirable)
- Experience of working with FCDO, DEC and other donors (desirable)
