The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

- Delivering security of energy supply
- Ensuring properly functioning energy markets
- Encouraging greater energy efficiency

For 2023, our priorities are:

- Ensure security of energy supply this winter, next winter and in the longer-term - bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

**Job description**:
**The role and our team**
- Homes account for 15% of all greenhouse gas emissions (22% if electricity generation is included). Decarbonising the housing stock will play a central part in delivering Net Zero.
- This role will sit in the Finance, Advice, and Standards team in the Net Zero Domestic Buildings Directorate. The team owns the policy levers to improve the take up of home energy performance measures; including insulation and low-carbon heating.
- Our work ranges from green home finance to the provision of consumer information and guidance, through to setting standards and regulations.

**Person specification**:
**Key responsibilities**

The key responsibilities for this role include:

- Leading the development of our approach for improving the energy performance of owner-occupied homes, balancing trade-offs between multiple objectives and considering alignment with strategies to upgrade the energy performance of other domestic and non-domestic buildings.
- Driving forward the policy development process with a view to consulting on how to improve the energy performance of owner-occupied homes in 2023. The post holder will need to consider the bigger picture and be highly responsive to changes in the wider policy landscape.
- Collaborating with a wide range of internal policy leads to inform the design of related enabling measures, including but not limited to green home finance innovation and the external information and advice provision.
- Building trusted relationships and influencing effectively across Government, working particularly closely with DLUHC, HMT and No.10, to build consensus around the policy direction, maximise ambition and unlock progress in this highly contentious policy area.
- Leading engagement with a large and varied group of interested external stakeholders.
- Line managing, coaching and supporting individuals in the Domestic Housing Team (approx. 1 SEO, 1 HEOs)
- Playing a corporate role within the team and the wider directorate.
