**Job summary**:
The Animal and Plant Health Agency (APHA) is an executive agency of the Department for Environment, Food & Rural Affairs, and works on behalf of the Scottish Government and Welsh Government. The Science Directorate (SD) delivers high quality, high impact and highly relevant multidisciplinary science. Our People are diverse, talented, engaged and inspired to deliver innovative outcomes. Staff are respected, included, supported and engaged. The Science Strategy and Planning Department (SSP) provide strategic direction and support across this Directorate. The department has a wide breadth of supportive functions including the People Lead team who deliver advice and give assistance to all staff in the Science Directorate (SD) in people related matters.

As Deputy People Lead (middle manager) you will assist the People Lead (Senior Manager) with the translation and implementation of the overarching agency policies and procedures in People related matters for SD.

You will support the People Lead, Science Directors, Head of SSP, HR Business Partner, HOD’s Business Managers, Science Admin Manager and Recruitment team by:

- Managing and co-ordination of workforce planning, recruitment advice, testing of new systems and recommendations of process for improvements, resolving issues with Government recruitment Service (GRS)
- Assisting with talent review schemes and career progression guidance for SD
- Planning of the SD Learning and Development (L&D) budget annual plan including the co-ordination of annual requirements of L and D across SD and management of the team.
- Collating management information (MI) using Excel and other forms of documentation in a readable format in areas of recruitment, apprenticeships, L and D and other people related areas
- Translating results from the Civil Service People Survey to recommendations
- Managing apprenticeships, monitoring thereof, co-ordination with Defra lead. Liaison with Universities, Colleges and external providers of apprenticeships and co-ordination of contracts
- Departmental Safety Advisor for SSP including: inductions for new staff, delivery of new guidance and actions on behalf of the Head of Department
- Deputising for the People Lead in all areas in their absence.
- To provide advice to staff across SD referring to people policies and procedures
- Managing any specific people related work requested for SD and SSP.
- Management of two EOs (junior managers) and countersigning management of three Admin Officers
- Minute taker and investigation manager for cases
- Attendance at career fairs.

**Job description**:
**HR Polices**
To work closely with People Lead, and Assistants, SSCL and GRS to advise and interpret polices for staff and their managers. Be able to know where to find appropriate information on policy and procedures and point all staff in the direction of where to find this information and advise as appropriate. Ensure any issues with policies and procedures and issues are fed back to SSCL, Defra and HR etc where appropriate. Proactively ensure issues and anomalies are queried and resolved. Cascade information to HODs and other appropriate staff within SD as appropriate.

**Recruitment**
Managing the team in SSP to ensure all the necessary information required on vacancies and MI for Workforce Planning meetings fortnightly is accurate and submitted in a timely manner. Co-ordination with Business Managers to ensure the People Dashboards are completed for all core vacancies and can be supplied to WFP meetings. Write and communicate any important information on recruitment to HODs, BMS, ATLs and Recruitment team as appropriate. Follow up and issues with GRS and find solutions and advice as appropriate. Take part in Government Recruitment Service monthly calls monthly for People Lead as appropriate, putting forward issues and circulating any appropriate information. Work with People Lead on any particular recruitment projects as appropriate.

**Apprenticeships**
Assisting the People Lead by managing apprenticeships, monitoring thereof, co-ordination with Defra lead, maintaining MI. Liaison with Universities, Colleges and external providers of apprenticeships. Co-ordination of contracts.
