Connect2Luton are excited to recruit a Data and Finance officer on behalf of Luton Borough Council within their People Directorate department.

**Main purpose of position**:
To undertake the financial, administrative and statistical processes relating to pupils with Education, Health and Care (EHC) plan attending Luton, Out Borough LA maintained and Independent Schools. To ensure that the relevant budgets are prepared, controlledand monitored in accordance with Departmental procedures.

**As aData and Finance officer, youwill be responsible to**:

- Prepare, monitor and control budgets in relation to pupils with EHC plans in Luton schools, Luton pupils in out borough LA maintained and independent schools, investigating identified anomalies. Recommend, implement and maintain agreed systems and changesto existing systems.
- Prepare draft budgets and close accounts in accordance with best professional practice and Council's standing orders and financial regulations.
- Produce budgetary information in respect of the number and value of EHC plans for inclusion in Schools Budgets. Make further allocations during the year in relation to pupil movements and changes in plans. Reconcile these allocations to the informationheld on the Capita 1 data base and the General Ledger.
- Ensure that locally maintained financial records are reconciled to the council's General Ledger at least monthly and produce summary reports for SEN Service Manager and LMS Finance Accountant.
- Collate and analyse financial and statistical data (including Best Value Performance Indicators) relating to pupils with EHC plans for reporting to managers, Head of Service, Eastern Region and DfE on a monthly, annual and ad-hoc basis. Also represent LutonLA at regional meetings relating to SEN finance and statistics.
- Liaise with other departments, services, Local Authorities, LA and Independent Schools as required, to ensure that pupil attendance / costs are agreed for joint funding arrangements and reconcile invoices and accounts for payment ensuring services havebeen provided. Investigate and resolve anomalies.
- Provide monthly statistical information on SEN pupils in Luton in relation to performance indicators, financial and other management information as required.
- Ensure validity of Capita 1 database of pupils and the accurate correlation between database entries, manual records and management information systems.
- Undertake costing exercises of school placements and budgeting procedures as required.

**Skills and Experience**
- Substantial experience within accountancy/financial environment including preparation of budgets, closure of accounts, budget monitoring and control and using IT based financial management systems
- Demonstrable experience in maintenance of financial records
- Demonstrable communication skills - able to deal with a range of people both face to face and over the telephone
- Ability to give clear and effective guidance and advice on financial issues at all levels and to non-accountants. Accurate and thorough attention to detail
- Able to write factual reports and statements
- Able to prioritise own work to meet competing deadlines
- Demonstrable numeracy skills - able to add, subtract, multiply, divide and percentages
- Able to work effectively on own initiative and as part of a team and prioritise workload to meet deadlines which may be conflicting
- Substantial experience of IT based financial management systems including Microsoft Excel or other similar programmes
- Demonstrable knowledge of accountancy principles and practice
- AAT qualification or NVQ Level 4 in accounting or equivalent qualification and/or experience
- Able to adjust working hours to suit service and job demands
