We are currently recruiting for a Human Resources Officer to work for Devon and Somerset Fire and Rescue Service in Exeter. This will be a temporary position for 3 months with a possibility of being extended thereafter.

You will be working 37 hours a week (hours to be discussed at interview) Part-time working will be considered.

Main purpose of job:

To provide an effective and efficient Personnel Operations service for DSFRS in relation to but not exclusively relating to Discipline & Grievance/Investigatory procedures, Stress Management, Sickness Absence Management, Performance Management, Employee Relations and Recruitment & Selection

Main responsibilities and duties:
***
- To assist with recruitment and selection activities for all employee categories within an agreed policy framework.
- To provide advice and guidance on a wide range of HR related matters to Managers and Staff at all levels.
- To provide objective fairness and equality at work advice in line with the Service Core Values and Equalities framework.
- To work with the Occupational Health provider and other Service providers, as appropriate.
- To support the management of the sickness absence process to achieve Service performance targets.
- To provide welfare support including long term sickness meetings and terminations of employment.
- To provide required support on local industrial relations issues and ensure liaison is maintained with appropriate members of the HR Department.
- To compile Reports for Performance Management cases.
- To liaise with Risk & Insurance and Health & Safety in relation to employee litigation claims.
- To undertake the role of Case Manager on discipline and grievance cases, providing support to Managers and Staff; in some instances to undertake the role of Investigating Officer.
- To manage the introduction of new HR initiatives as agreed and to provide HR perspective on Service wide projects.
- To support the development of initiatives in the management development arena and to undertake the assessment of individuals.
- To develop new HR Policies and Procedures and to review and revise existing Policies and Procedures to reflect changes within the Service and in line with legislative developments.
- To research, develop and deliver training courses to support policy and management initiatives.
- To maintain professional knowledge by networking, attending training courses, benchmarking other Fire & Rescue Services and reviewing professional publications.
- To provide mentoring, support and guidance through the Personal Development Review process and ensure all staff receive appropriate training and development to enable them to carry out their roles effectively and efficiently.
- To personally participate in the Personal Development Review Process to identify personal training and development needs and to attend training events as directed.
- To maintain security and confidentiality of information, whether computer based or otherwise in line with legislation, i.e. Data Protection Act and all related DSFRS related Policies to include the Data Protection Act 2018 Service Policy document.
- To actively promote the Service's Core Values and comply with Equality and Diversity and all Service policies.

PERSON SPECIFICATION

Key competencies
- Proven ability to comprehend and participate in 'change agenda'
- Proven analytical and Report/Policy writing skills
- Proven skills in communication, diplomacy and advocacy
- Excellent IT skills with proven ability to use computerised systems
- Good organisational and prioritisation/time management skills
- Strong problem solving, negotiating and influencing skills
- Excellent interpersonal/relationship skills with the ability to develop successful networks at all levels both within and external to Service
- Proven evidence of consultation and negotiation skills in an HR environment

Work experience
- Significant generalist HR experience and experience of working within a Business Partner approach
- Substantial experience of dealing with complex HR issues, including Recruitment & Selection, Discipline & Grievance/Investigatory procedures, Stress Management, Sickness Absence Management, Performance Management and Employee Relations
- Comfortable working with multiple software packages
- Experience of working within a unionised environment
- Experience of working within the Public Sector

- Chartered Member or Chartered Fellow of the Chartered Institute of Personnel & Development
- Evidence of continual personal development
- An understanding of performance management systems

Personal qualities and attributes
- Willingness to undergo appropriate Vetting/Screening processes in line with Devon & Somerset Fire & Rescue Service's requirements
- Proven ability to work effectively and efficiently both as an individual and as a member of a busy Team
