**Job summary**:
Regional Facilitators are responsible for supporting the commissioning and delivery of sexual health and BBV services across defined geographic areas. Some post holders will primarily focus on sexual health and some will primarily focus on BBVs.

Working as part of the PDSI section, with objectives jointly agreed with the relevant regional UKHSA and Office for Health Improvement & Disparities (OHID) Deputy Directors, the Regional Facilitator will be embedded within regional systems to support those involved in local sexual health, reproductive health, HIV and BBV service commissioning to ensure effective integration of commissioning and clinical pathways, programme development and monitoring across their region. The post-holder will engage pro-actively with commissioning leads and service providers, and provide support with delivery requirements such as quality assurance and data management and interpretation. There is a particular focus on supporting key STI and BBV goals such as achievement of the WHO target of eliminating viral Hepatitis and Towards Zero: the HIV Action Plan for England, including HIV PrEP.

Based locally, the post holder will report to the National Programmes Manager and objectives will be jointly agreed with regional OHID and UKHSA Deputy Directors (or representative).

**MAIN DUTIES AND RESPONSIBILITIES**

**Service coordination**

Promote the commissioning and delivery of sexual health and BBV services in accordance with national standards, national clinical guidelines, with** **appropriate governance processes in place and by maintaining high standards in prevention, testing and treatment interventions.

.Advocate to NHSE and ICSs for data and evidence informed activities at local and regional level to ensure commissioned activities effectively target gaps in BBV care pathway and address health and access inequalities

Advocate to senior managers and other stakeholders for support for comprehensive, accessible BBV and sexual health services, liaising closely with national and local leads.

Work within and motivate existing networks that facilitate closer working between primary care and health professionals and others involved in delivery of BBV and sexual health services.

Facilitate discussion between commissioners and service providers, national and regional experts to resolve specific problems. Recognise and escalate issues that require a response from the national team(s).

Provide intensive support to under-performing areas with a particular emphasis on those with suboptimal quality and /or progress against PHOF indicators and other key indicators.

Uphold clear lines consistent with national policies and strategic decisions in response to challenge or criticism and advise on appropriate solutions to local problems.

Represent UKHSA at national, regional and local meetings and committees as agreed with line manager.

**Planning and service improvement**

Facilitate regional strategic and operational planning through providing expert advice and information to support Joint Strategic Needs Assessments, Health and Wellbeing Strategies, service specifications and other key planning documents.

Advise on service delivery models and commissioning options, including STI, HIV and BBV testing as an integral part of healthcare and sexual health service provision.

Advise quality assurance indicators and processes as set out by relevant professional bodies.

Engage with primary care professionals and other sexual health and BBV services as appropriate, supporting them to improve sexual and reproductive health and wellbeing (including at risk/ vulnerable groups).

Introduce service improvements identified through quality assurance or through recognising initiatives that are progressing well and promoting exemplars.

Support commissioners in the operational management of BBV and sexual health services through reports and expert commentary and attendance at planning meetings.

Work closely with commissioners, sexual health leads and BBV leads to advise on the allocation of funding for sexual health, support the monitoring of costs, and contribute to local budgeting exercises.

**Surveillance, prevention monitoring and reporting**

Together with colleagues, in particular Field Service colleagues, measure programme outcomes through the analysis and interpretation of various sources of surveillance data on STI, HIV and BBV incidence and prevalence, assist with local dissemination of relevant information, and respond to stakeholder request
