**Strategic Lead - Facilities Management(Inside IR35)**

**Role Purpose**

To offer strategic leadership, management and be accountable for the provision of the Service ensuring that it continually meets the expectations and requirements of the business. To ensure the Service is developed within budgets, ensuring agreed standardsof outputs are achieved and the service provided is responsive and of high quality.

To develop and implement strategies, policies and work practices to support an efficient and effective service that complies with corporate priorities, legal requirements and commercial aspirations. To report to Directors' Board, committee meetings etc.,as required, and implement decisions reached.

To represent and promote the client at local, regional and national level working with other bodies to identify and adopt innovation and best practice. To deputise for the Director/ Assistant Director as required. Be committed to the principles of agileworking and be available to work flexibly as and when required at any location to meet service needs. To undertake any other duties relevant to the grade.

**Skills & Abilities - Essential**
- Ability to lead, manage and motivate a team with credibility generating support and commitment from colleagues
- Ability to influence and work with senior stakeholders to drive organisational change and workforce improvement
- Track record of effective continuous improvement in service delivery
- Ability to interpret, analyse and organise complex information and use this to inform decision making
- Effective interpersonal, motivational and influencing skills.
- Ability to design and delivery programmes of work within time, quality and budgetary requirements
- Ability to work effectively under pressure, with a substantial degree of autonomy and to required deadlines.
- Ability to develop and implement strategies to enhance the effective and efficient delivery of services.
- Awareness of the political environment and have the credibility to work effectively with Elected Members

**Special Knowledge - Essential**
- Knowledge of relevant legislation and statutory guidance with regards to the Service
- Knowledge of the vision and priorities of the council and how this post contributes to their achievement
- Relevant professional qualification
- Evidence of CPD
- Relevant membership of professional body

**Special Knowledge - Desirable**
- Knowledge of Local Authority structures, constraints and governance
- Understanding of and ability to use performance frameworks

**Experience - Essential**
- Demonstrable experience of identifying and developing opportunities for innovation, improvement and change which have led to service improvement
- Proven track record of delivery
- Track record of operating within a management team and contributing towards organisational improvement
- Experience of, and commitment to, working in partnership with external agencies.
- Proven track record of balancing strategic and operational needs
- A Chartered Surveyor with MRICS/FRICS registration and a registered valuer with over 10 years relevant Commercial Property Experience.

**Rate Of Pay**

PAYE: £358.62

Umbrella/Ltd: £450
