**Job summary**:
As part of the Integrated Review refresh, there is a major piece of work to ensure that Defence is set up to deliver its outcomes. One of the top three priority ‘outcomes areas’ endorsed by the Defence Delivery Group, the 4* Board, is Business Operations, alongside Capability and Campaigning. Business Operations is defined as corporate services, back-office and business support services across the entirety of Defence. Business Operations is about making those services simpler, better and cheaper.

This work spans 15+ Functions, all of the MOD ‘Front Line Commands’ and includes several major portfolios and programmes, including Corporate Services Modernisation (CSM) which is the Defence delivery mechanism for the Government Shared Services Strategy (through Cabinet Office) and the Functional Convergence programme (with Cabinet Office and HMT). As Business Operations is working across the whole of Defence and into HMG, this is an extremely high profile piece of work with an extensive and complex senior stakeholder network.

A primary focus of this role will be on specifically Corporate Services Modernisation within Business Operations. This is a key priority for the department and the wider Civil Service. The MOD's Defence Delivery Group have approved the CSM strategy and plan to modernise Corporate Services across Defence. CSM presents an opportunity for Defence to streamline, integrate, digitise, and automate our corporate services, which will increase efficiency and productivity, enable better data decision making, and, just as importantly, improve user experience.

This role is an opportunity to shape a highly strategic agenda and enable Defence and HMG colleagues to support, contribute towards and ultimately deliver the ambitious Defence outcomes through excellent Business Operations.

We are seeking an experienced and strategic Communications and Engagement leader (G7) to join the agile team sitting at the heart of Business Operations to work to establish the One Defence approach to Business Operations communications and engagement. The postholder will develop and formalise existing communications networks and lead the development of a consistent strategic narrative that shows how the different elements across Defence are a part of this unified collective effort. This role will enable alignment across Defence through excellent communications and engagement.

The role sits within Head Office and reports ultimately to the Chief Operating Officer but has many interfaces into the business, reflecting the highly collaborative nature of this work.

This position is advertised at 37 hours per week.

**Job description**:
Detailed responsibilities include:

- Lead the design and coordination of the communications and engagement for Defence Business Operations.
- Build a cross-Defence network of communications professionals to coordinate Business Ops communications - developing the Business Ops communications and engagement plan.
- Provide strategic leadership and coordination to Business Operations engagement, enabling the effective engagement of all Defence stakeholders and for all aspects of the change programme.
- Drive the planning and coordination of CSM related engagement activities across Defence and with wider HMG - supporting management of the internal comms ‘grid’ that is to be developed to enable the network to coordinate and align communications and engagement.

- Experience in designing and delivering high quality and effective communications on major change programmes
- Proven track record of excellent internal and external stakeholder engagement management
- Exceptional written, presentation/ design and oral communication skills
- Highly developed organisational skills, working effectively across boundaries
- Comfort working in ambiguous and fast-paced environments with the ability to craft clear communications within this type of environment
- Ability to build relationships with a wide range of stakeholders and facilitate collaborative and agile ways of working.

**Desirable criteria includes**:

- Previous experience of working in the Defence sector
- Knowledge and experience of working in/with Corporate Services functions
