**Job summary**:
This role sits in the programme management team which is responsible for the smooth running of all core processes needed to run the Supporting Families programme, as well as leading on work to change and improve our systems. Your role will include:

- Running core programme data collections and processes (such as issuing and tracking grant agreements) with 151 upper tier Local Authorities and the corresponding £84-104m per year payment by results system, as well as designing and implementing other data collections through the year.
- Analysing and presenting performance data to identify risk across the Support Families programme, inform local actions, and prioritise the work of the national Supporting Families team.
- Managing the programme budget, including making payments and forecasting, working closely with Finance colleagues to fulfil departmental processes.
- Scoping the data and finance risks of the programme (and this role) transferring to the Department for Education in March 2024, planning the mitigation of this risk and executing it.
- You will be expected to provide a high quality of service to LAs running the programme, as well as the national Supporting Families delivery and policy teams.

**Job description**:
**The Supporting Families Programme**
- Running for over a decade, the Supporting Families programme funds and shapes Early Help for families across England. It is an exciting, effective programme that makes a significant difference to hundreds of thousands of families.
- This role is at the heart of a programme which disburses more than £230m funding each year to Local Authorities via a complex Payments by Results system. You will be responsible for annual grant agreements with each of the 151 upper tier Local Authorities, as well as supporting other key processes, such as annual self-assessments by each area on their strategy and data maturity.
- From March 2024, the Supporting Families programme and team will transfer to the Department for Education. You will play a critical role in this transfer, scoping and executing the transfer of Supporting Families data and systems to Department for Education, ensuring seamless delivery of the programme.
- Please note as a result of the aforementioned machinery of government change, it is likely that this role will also transfer to Department for Education when that transfer of functions takes place.

**Core Responsibilities**:

- Run the core data collections to bring in data from 151 Local Authorities and determine accurate quarterly payments to disburse.
- Manage the issuing of grants to 151 Local Authorities totalling more than £230m a year
- Run further collections, such as our annual data maturity survey and early help system guide assessment.
- Work with users and design teams to continually improve the functionality of the programme’s data systems, including designing and maintaining forms.
- Provide a central resource to collate, analyse and report monitoring and progress data across all programmes (working with others who may have the day to day lead)
- Analyse performance intel to provide direction to teams for delivery of programmes and future programme design and performance intelligence to local authorities to help families, as well as reporting to the Programme Senior Responsible Officers using programmes such as Power BI to present data.
- Providing data support to the programme management function, for reporting and planning.
- Act as a single point-of-contact for Finance related queries, and provide regular updates to Finance colleagues regarding administrative and programme spend.
- Oversee the budget profile for both Supporting Families (and for 2023-24 only the Changing Futures programme) and ensure that this is updated to reflect any amendments to projected expenditure.
- As the programme (and this role) transfer to the Department for Education in March 2024, this role will, with the Grade 7 programme manager, scope the finance and data risks of the transfer, plan and propose mitigations, and execute those mitigations, which may include transferring from DELTA to an equivalent system.
