An exciting opportunity has arisen to join our Highways and Transport Operations Services.

**About the Role**

As Head of Service, you will be responsible for the overall management and performance of the Highway and Transport Technical Support Services.

Working with the senior leadership team, you will visibly lead, direct and manage the development of a cohesive vision for integrated financial, commercial and performance activity for highways and transport functions including: managing small and complex projects, contract and tendering activity, purchasing and stores processes, engineering, structures and street lighting design and management services, business support, asset and network management and management services of the Council’s in-house fleet services.

This is an exciting and varied role, so along with excellent leadership and planning skills you should also have a flexible, adaptable approach to work and be comfortable managing a busy workload.

As a Head of Service, you will be a member of the Highway and Transport Senior Leadership Team, contributing to the overall leadership and management of the service, ensuring that it continues to deliver to meet the Council’s requirements and to the required standard.

You will be responsible for ensuring that the service fulfils all relevant legislation, statutory duties and responsibilities and operates efficiently, safely and cost effectively at all times.

You will also be accountable for overall service financial budgets and costs, ensuring that resources are deployed to best effect, provide value for money, are monitored regularly and are within budget.

**About You**
- experience of making a significant contribution at a senior level in local government, or other relevant complex and diverse organisation(s), promoting and delivering a range of key strategic and frontline services innovatively and within budget.
- A substantial track record of working and managing successfully at a senior level, including strategy, policy and procedures development & implementation, managing complex budgets, resourcing, motivating & developing teams, managing change & performance improvement.
- experience of managing small and complex projects of work, ensuring they are successful in delivering to time, cost and quality
- experience and evidence of delivering a commercial culture, managing costs, generating income and the development of new commercial initiatives and delivery models.
- knowledge and understanding of the requirements of the Highways and Transport legislation and associated legislation
- the ability to work effectively under pressure, responding positively in difficult or urgent situations
- the ability to establish effective and productive working relationships with elected Members, commissioned services and other key stakeholders.
