**Location**:Across the Torridge District
- Civil Enforcement of car parks only (no on street enforcement)
- All weather & weekend Working

**Main duties and responsibilities**
- Patrol off-street parking areas. Enforce parking by serving Penalty Charge Notices where vehicles are parked in contravention of the relevant restrictions in accordance with the policies and procedures of the District Council and the primary legislation using handheld ticket
- issuing devices.
- Inspect pay and display machines and other associated equipment to ensure that they are working prior to penalty charge notice issue and carry out minor maintenance to off street machines, reporting any defects that cannot be rectified.
- Inspect and report all parking area defects including defective traffic signs and road markings related to parking restrictions (Off Street)
- Liaise with cash collection contractor over the collection of monies from ticket machines.
- Assist the public wherever possible acting as the first point of contact on minor parking enquiries, enforcement matters and other Council services where appropriate.
- Reserve spaces for specific functions and events as directed.
- To regularly clean, replace and erect signage and other information in parking areas as directed.
- Provide relief cover for Enforcement Officers at other locations across the district as and when required.
- Replace parking tickets in Pay and Display equipment as and when required.
- To keep detailed daily records of all activities carried out using pocket and electronic notebooks. These records will be used as evidence in appeals and adjudication hearings.
- To appear before the adjudication service as required.
- Issuing informal leaflets or warning notices.
- Inform the police of criminal parking activity and reporting suspected abandoned vehicles.
- Inspection of disabled person badges (Blue Badge) and reporting suspected misuse to the Commercial & Leisure Services Manager or partner organisation as directed.

**Education, Qualification and Training**
Essential
- Minimum of 4 GCSE’s at grade C or above to include English and Maths or able to demonstrate equivalent qualifications and experience

Desirable
- City and Guilds Level 2 “On Street Parking Enforcement” or NVQ Level 2 “Controlling Parking Areas” or equivalent

**Knowledge**
Desirable
- Knowledge of the Traffic Management Act 2004 and how it relates to parking enforcement

**Experience**
Essential
- Considerable experience of working with the general public on situations of possible conflict or similar background
- Excellent verbal and written communication skills
- Ability to work as part of a team
- Lone working with personal responsibility for completing work

Desirable
- Experience of enforcement of parking regulations
