The post holder will be required to:

- To work with the Senior Finance Officer to provide support the Service Management Team and Budget Holders on financial matters including budgets, technical issues and management reporting.
- As part of a team, provide a range of financial services including the procurement and payment of services and goods purchased external to the local authority.
- To be responsible for financial services within the Social Services business units.

Skills and qualifications required:

- Good standards of education (5 GCSE or equivalent) plus technology & software skills
- Strong organisation, planning, analytical & problem solving skills
- Team work & interpersonal skills

The primary purpose of this post is to:

- To work with the Senior Finance Officer to provide support the Service Management Team and Budget Holders on financial matters including budgets, technical issues and management reporting.
- As part of a team, provide a range of financial services including the procurement and payment of services and goods purchased external to the local authority.
- To be responsible for financial services within the Children, Families and Safeguarding field

**Duties and Responsibilities - Job Specific**

1.

To be responsible for the processes involved with service expenditure and some departmental income.

2.

To be responsible for the maintenance both manual and computerised record systems in-line with audit requirements such as authorised signatories list etc.

3.

To support budget holders with the required financial monitoring reports, providing analysis where required.

4.

To process, input and extract data held on the finance sections recording and interface systems to include preparation of journals as required.

To liaise with private sector providers, authority colleagues and other agency staff to resolve discrepancies between commissioned and actual service provision for community care transactions.

To resolve issues directed by internal and external customers, providers and creditors as required.

To manage the finance assistants and to ensure their contribution to the department’s monthly financial reporting process is achieved in a timely and accurate manner, including undertaking PDR’s and to be responsible for the welfare, training and development of staff.

To be responsible for the raising of occasional external invoices and internal re-charges as required.

To have a shared responsibility for the control of safe receipt and handling of cash and valuables and the reconciliation of transactions and the operation of service petty cash imprest and cash float accounts.

To be responsible for the administration, use and balancing of the department purchase cards and issuing and monitoring of shell fuel cards for the department.

To take the lead in co-ordinating the despatch, completion and return of all year end certificates and forms as part of the final accounts closedown process and to monitor to set up and close down of cash floats and petty cash accounts during the financial year.

To co-ordinate and monitor the issuing of contractual documentation to providers as required

To ensure a robust reviewing, monitoring and recording programme is in place to ensure a high quality of activity information is available.

To support the Senior Finance Officer in the evaluation and development of financial systems and procedure.

To attend budget meetings, service panels and other appropriate meetings as directed by Senior Finance Officer.

To be responsible for issuing and completing reviews for financial assessments for children’s family services.

To have a working knowledge of other roles within Social Service Finance Section and to ensure adequate cover for leave and sickness.
