Field Based, United Kingdom United Nations Full time

These positions are located in the United Nations Field Missions, Economic Commissions, Offices Away from HQ and Resident Coordinator’s offices. The Occupational Safety Officer (P4) reports to a Senior Occupational Safety Officer/Occupational Safety and Health Officer/Director/Chief of Mission Support/Resident Coordinator/Regional Office’s Director or higher-level official.

**Responsibilities**:
Within delegated authority, the Occupational Safety Officer will be responsible for the following duties (These duties are generic and may not be carried out by all Occupational Safety Officers):
1) Oversee safety risk assessments and safety risk management activities:

- Draft and implement methods for using tools and a range of information sources to identify, assess, prevent hazards control risks, verify control measures, and then reassess and report residual risks in existing or future work activities and or to senior management.
- Support planning teams in undertaking safety risk assessments and developing safety risk management plans, including hazard identification, risk ratings, activity safety plans and risk control systems.
- Report and record all relevant information in UN Incident Reporting System(s), compiling and analyzing data from incidents reports and other sources to identify causes, trends, and relationships.
- Participate in managing Duty station’s impact of incident investigations to determine and implement root cause corrective actions.
- Monitor health and safety risk management performance against UN key performance indicators by collating information from various sources including the incident reporting system
- Provide advice about compliance with safety, health, and environmental laws, codes, regulations, and standards within the Area of Responsibility.
- Manage teams, individuals and/or mentoring and supervising the work of new/junior officers

2) Develop hazard and risk controls designs and/or programs:

- Develop innovative, cost-effective, multi-category, interdisciplinary system controls to eliminate or minimize safety hazards, risks, exposures, accidents, and losses and reduce the probability and severity of injuries, illnesses, and losses when hazards or exposures cannot be eliminated.
- Devise methods to integrate safety risk management performance into the goals and operations of work streams, organizations, and their management systems.
- Develop occupational safety risk standards in close collaboration with health, medical, security and environmental guidance for integration into overall OSH operations.

3) Coordinate the Implementation of hazard and risk control programs:

- Develop and manage hazard and risk control programs,
- Verify the completion of mitigation measures developed within risk management programs
- Develop training content and educational materials on Safety & Health educational and facilitate and provide trainings to all levels of personnel
- Develop communication plans and content for effective safety risk management programs and plans in the context of emergency preparedness and response.

4) Organize and lead safety audits, inspections, and evaluation of the effectiveness of hazard

and control programs
- Lead a variety of audit techniques for risk assessment and analysis, cost-benefit analysis, work sampling, loss rate, and similar methodologies.
- Conduct site inspections, incident reporting and audits in line with risk assessment standards
- Develop methods to evaluate the costs and effectiveness of hazard and risk control programs; and

5) Provide expert level advice for the progress of the UN's Occupational Safety and Health Management System by:

- Advise and assist with the development of global and local OSH policy, standards and guidance.
- Provide occupational safety and health risk management advice to local OSH committees.
- Develop related occupational safety and health programs such as road safety, fire safety, food safety, natural hazard safety, workplace safety, risk management etc. in a manner that aligns these programs with the overall UN OSH Management System.
- Develop occupational health and safety risk management aspects of business continuity plans.
- Ensure that all operations are in compliance with the DOS/DPPA and UN OSH Policy.

6) Other
- In the absence of the Chief Section/Senior Occupational Safety Officer, oversees the daily operations of the section
- Performs other duties as may be assigned.
