**About Shared Services**

Our Shared Services team deliver specialist processes that have a direct impact on the performance of Network Rail, our customers and suppliers. These services include payroll, recruitment and onboarding, payables, receivables, financial accounting, reporting, controls / compliance, and helpdesk support.

**What will you be doing?**

As the Head of Shared Services, you will be providing strategic direction and leadership to Shared Services, developing relationships with Directors and senior managers across the whole of Network Rail. You will ensure the delivery of excellent levels of service to be the service provider of choice to Network Rail regions, leveraging both economies of scale and optimisation of critical resources.

**About the role (External)**:
1. Own the Shared Services strategic and delivery plan - prioritising to reflect the requirements of Network Rail’s business units in accordance with externally recognised best practices, corporate policy and statutory requirements.

2. Develop long-term strategic relationships with Functional Directors, Regional Directors and senior managers, supporting them in meeting their business objectives, leveraging economies of scale and optimisation of critical resources.

3. Own the service level agreement (SLA) obligations for shared services in line with cost, quality and control requirements whilst delivering improvements to all services through simplification, standardisation and automation.

4. Establish performance goals, allocate resources and direct the development and maintenance of policies, procedures and processes. Embedding a customer focussed culture delivering the highest standards of customer service.

5. Lead an efficient cost-effective service delivering all aspects of HR & Finance shared service activity including employee lifecycle, invoice to pay, account to report and customer to cash end to end processes along with customer service enquiry resolution. Drive the elimination of waste and/or take opportunities to improve cost efficiencies.

6. Direct complex, corporate, multi-faceted projects affecting Shared Services activities and identify, influence, design and implement the centralisation of additional activities into Shared Services.

7. Lead the review, improvements and change of Shared Services Management Systems, to include, Oracle, Horizon, Track Access Billing system (TABs) and Business Analytics on behalf of Network Rail and key stakeholder groups in HR and Finance.

8. Implement robust controls for all data including employee data held on behalf of Network Rail. Accountable and responsible for data quality, compliance and data management legislation.

9. Utilise metrics to benchmark service performance of Shared Services and analyse to identify improvement actions required delivering process efficiency and effectiveness. Explore and deliver strategies around outsourcing and competing externally

10. Promote and lead a culture of structured Continuous Improvement in line with Network Rail’s Framework. Delivering Continuous Improvement projects where governance and benefits are monitored in line with Network Rail’s benefit realisation methodology
- Fellow membership of a professional body (CIMA, ACCA, ACA, ICAEW/ICAS, CIPD, CIPP)
- Significant post qualification experience operating in a complex matrix organisation in a senior leadership role
- Successful experience of managing high performing team in a complex regulatory environment.
- Demonstrable strong customer focus/engagement/stakeholder management skills with ability to articulate a strong customer focussed, commercial and cost competitive vision with energy and passion
- Proven strategic influencing, networking and stakeholder management skills at a director / board level.
- Outstanding track record in leading service, process and system improvements.
- Results orientated and removes blockages to restore progress and achieve benefits
