**JOB PURPOSE**:
As Procurement Officer the role holder will report to the Head of Estates and Procurement Services and will work on a number of important procurements and projects for the College. The role holder will assist with the tendering, evaluation, placement and monitoring of designated corporate contracts in addition to providing support to key strategic projects.
The role holder will assist with the provision of advice and guidance on the preparation and development of business cases and procurement matters, with a view to promoting best practice and compliance within the College, in line with policies and procedures. The role holder will advise and support College staff in achieving optimum "value for money" helping to ensure that allocated tenders are procured in line with public sector procurement policies and regulations.

Main

**Responsibilities**:
2. Work collaboratively with internal stakeholders to provide advice on processes, policies and procedures to ensure compliance with the College's Procurement Policy, Financial Regulations, NI Public Procurement Policy, and other relevant guidance including the Public Contract Regulations (PCR 2015).

3. To keep abreast of changes in such legislation and guidance, and any updates to policies and procedures as appropriate.

4. Assist with and advise on compliance reviews of existing contracts.

5. Assist with maximising the use of collaborative contracts within the Higher Education sector and more widely within public procurement as appropriate.

6. Maintain procurement systems and records to ensure efficient and effective operations and robust internal controls are in place.

7. Assist with monitoring and ensuring achievement of value for money in all College procurement including collaborating and/or advising colleagues to assist them achieve same.

8. Assist budget holders with contract management skills through ongoing training, development, consultation and communication.

9. Assist departments with the preparation and development of robust business cases to support procurements.

10. Assist with the preparation of a range of procurement and contract management reports for consideration for a variety of internal and external audiences including Governing Body, Corporate Services Team and the Department for the Economy (DfE).

11. Developing, issuing and evaluation of quotations and tenders.

12. Provide general market intelligence for assigned areas of responsibility through research and other appropriate means.

14. Produce procurement related letters/documents/presentations typically using standard formats or templates.

15. Run automated or routine reports to support established procurement information requirements.

16. Enter procurement data onto existing systems, databases and/or spreadsheets.

17. Provide administrative support to contribute to the smooth operation of the Procurement Office activities.

18. Provide administrative support to contribute to the progression of key projects including organisation of project internal or external meetings/events/conferences, booking meeting rooms, preparing and collating information, meeting minutes and/or materials.

19. Take ownership of own workload and have the initiative to handle assigned projects within agreed timescales.

20. Work collaboratively with colleagues to refine and develop processes to capture and analyse supplier data.

21. Participate in internal meetings, promoting procurement best practice.

22. Participate in contract renewal meetings, as delegated by the Head of Estates & Procurement Services, with relevant internal stakeholders.

23. Ensure procurement policies and procedures are compliant with data protection legislation as directed by the Head of Estates & Procurement Services.

24. Conduct all financial matters associated with the role in accordance with the College's policies and procedures as laid down in the Financial Regulations.

25. Comply with University College procedures including health & safety policies and equal opportunities policies.

**Qualifications**:
**1. EITHER**:
Working towards an MCIPS qualification with at least one years'
related experience of procurement, tendering and contract
management processes
OR
2. Able to demonstrate 2 years' relevant experience of
procurement, tendering and contract management processes.
