Do you want a lead role in a programme that is contributing to key Government policy including levelling up, economic recovery and helping communities to build back better?

If so, we’re looking for a Head of Commercial Property Strategy to support the One Public Estate programme.

One Public Estate (OPE) is jointly delivered by the Office of Government Property (OGP) in the Cabinet Office, the Local Government Association (LGA) and the Department for Levelling Up, Homes and Communities (DLUHC). It supports the cross-public sector working to deliver ambitious property-led projects that create local economic growth, integrate public services and drive efficiency savings.

We take a place-based approach, supporting projects that make a difference for local communities, and we support the delivery of the Government Property Strategy. To date, we’ve provided early-stage funding for over 1,000 projects and we’ve got ambitions to deliver more.

You will lead the programme's commercial property agenda, exploring opportunities to work with the private sector to attract investment into the programme and the projects it delivers. You will also be a key part of the programme’s central function with a critical role in supporting day-to-day delivery of the programme. The role will offer a healthy challenge to someone wishing to build their experience of working in large programmes, both in scale and scope; and you will join at a key time as the programme starts to explore innovative investment solutions.

**Job description**:
The post holder will lead the expanding commercial operations of the One Public Estate programme. In particular, they will have responsibility for leading engagement with private sector organisations to explore non-traditional funding opportunities into the programme and its projects. This will include working directly with local authorities, central government partners and the private sector. The role would therefore suit someone used to operating at senior levels, with commercial experience and excellent communication skills. Experience of delivering in a property environment would be beneficial.

The OPE programme is exploring opportunities to diversify its funding streams and the post holder will need to develop innovative new models of funding by working with and influencing a range of stakeholders across different sectors and levels. The post holder will need to set the commercial strategy in line with the overarching vision for the programme, aiming to make a lasting change in the way local and central government work together, getting more from our collective assets and benefiting local communities. Understanding market interest will be key and the post holder will need to use their influence to create strategic relationships and negotiate critical contracts.

The post holder will need to work with senior internal decision makers and advise on market changes, strategic context and delivering value for money. They will also need to establish an environment of delivery and continuous improvement, ensuring strategy and procurement meets business needs.

Excellent negotiation and stakeholder management skills will be critical to success in this role, as well networking across functions and departments to leverage capability and capacity where necessary.

**Person specification**:

- Driving sustainability of OPE partnerships and the programme through negotiating with private and public sector partners to leverage investment and skills.
- Working with colleagues in OGP, the LGA and wider Cabinet Office teams to build a centre of expertise for the Office of Government Property.
- Responsible for the OPE programme grant management and compliance including award strategy, approval, payments, reporting and audit. Engagement with the Government Grant Management Function to continually develop the approach to grant awards across the programme.
- Leading provision of contract management and procurement advice to the programme through liaison with CO Commercial Teams and engagement with the Crown Commercial Service. This may include digital solutions, grant administration contracting and programme delivery support.
