**Job summary**:
We are looking for a Clerk of Legislation (SBS PB2) to head up our Legislation Office at House of Lords.

The Legislation Office is a specialised team enabling the House to exercise its legislative function. Reporting to the Clerk Assistant you will lead the team to ensure they continue to maintain high standards across tight deadlines whilst also increasing the team’s business resilience through a period of significant change.

**You’ll be accountable for **_-_
- The support of the legislative process in House of Lords
- Ensuing high quality advice on the legislative process
- Pre-introduction correspondence with Parliamentary Counsel: determining scope, titles, consent and hybridity of bills
- Ensuring that Bills, Explanatory Notes, amendments and briefs are accurate, and are made available to the demanding timescales required by the House and other users, ensuring a high-quality drafting service for members for Private Members’ Bills and amendments
- Overseeing the preparation of accurate, helpful and timely procedural briefs on public bills.
- Developing and enhancing the Legislation Office as the main centre of legislative procedural knowledge, precedent, information and advice in the Lords administration
- Implementing transition from the old legislative drafting tool to the new drafting tool, delivering benefits and managing risk and cost.
- Improving future performance
- Identifying and implementing initiatives to strengthen services
- Working with others including Procedural Centre, Comms, outreach team, etc, ensure that relevant and up-to-date written guidance is available (hard copy, online), suitable for Members and others
- Contributing to member training, particularly for Deputy Speakers and Whips.
- Where possible, making the Lords legislative process more accessible and intelligible to Members, staff, and others.
- Develop member, staff & public understanding of Lords legislative work
- Chamber Duties - Clerk at the Table, supporting efficient conduct of Chamber business.

- Expertise in an in-depth understanding of legislative procedure and practice of the House of Lords
- The ability to deliver advice on legislative procedure in a political environment
- A thorough understanding of the Lords administration and of the broader political and constitutional context in which the House works

- A hands-on approach towards career development of staff
- Personal credibility to develop and manage constructive working relationships with both member and colleagues in both Houses and Parliamentary Digital Services as well as to shape and deliver corporate priorities embodying the values of the Administration
- Adaptability towards changing priorities and challenging deadlines when necessary, demonstrating resilience, stamina, and reliability under pressure
- Excellent communication and interpersonal skills with the ability to offer objective advice to committees and members alike
