The Digital Infrastructure directorate leads on making sure the right digital infrastructure is in place across the country; setting up policies to promote investment and protect national security, whilst running innovative pilot programmes for the next generation of technology.

This is one of the most high-profile policy areas within DCMS, with close political, parliamentary and media interest that sits at the heart of the Government’s productivity, security and international policy ambitions. The work of the team combines policy, delivery and strategic thinking skills. The Open Networks Programme has also just been launched to build a more competitive, dynamic and diverse telecoms equipment supply chain in the UK - specifically bringing open network technology to the market more quickly, effectively and sustainably. The Government’s 5G Diversification Strategy sets out the approach of tackling the current lack of vendor diversity in the global market. As part of the Future Network Programmes team, you will be at the heart of the team established to pursue a range of actions via R&D investment, as it attempts to embed changes in the global standards system.

In this role you will gain a unique perspective across the entire Portfolio. You will be required to lead the commercial support for all projects in each of the Programmes, working alongside another Commercial Lead.

We have high engagement with ministers and senior stakeholders within government and externally. Your role is a key part of the Future Network Programmes team, reporting to the Head of Business Operations you will work closely with a Commercial Business Partner in the DCMS Commercial Team.** **The Programme Manages a large portfolio of grants and has an active programme of interventions planned. Your role will include providing expert advice to policy and programme development in the delivery of grant interventions, and programme delivery in the management of grant relationships. In addition, you will provide support to the Future Network Programmes team in the development of its approach to contracts, working closely with Central Commercial colleagues to develop the programme’s approach to its contract requirements (including, but not limited to, programme evaluation, research, standards and financial assurance).

**Responsibilities**:

- Support the delivery of Future Networks Programme’s commercial requirements, covering both grants and contract relationships, both in approach to market and the management of existing commercial relationships
- You will provide a link between the programme and the DCMS Central Commercial team - providing support to policy colleagues in defining their approach to market and working with the programme to ensure timely execution of procurement activities
- You will actively promote DCMS Values, plan and support the professional development and training of colleagues within the team. Set high performance expectations, developing the capability of all those you work with, valuing difference to deliver results, inspiring people and creating a shared sense of purpose across the Department
- As part of the Commercial team you will ensure you are responsive to business needs whilst effectively managing business & commercial risks, and ensure the programme is responsive to deliver these requirements;
- Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department;
- Support the wider programme team in the development of business cases with specific consideration to the commercial approach to delivering a programme of innovation interventions in order to deliver the government’s policy programme

**Essential Skills**:

- Ability to run multiple, concurrent and complex initiatives; keeping projects on track;
- Evidence of building and maintaining mutually beneficial relationships with stakeholders, through compelling messaging, collaborative working and effective delivery of commitments
- Working knowledge of the stages of the procurement lifecycle and leading practice procurement
- Sound knowledge of Public Sector Commercial and Procurement policies and procedures, including EU Directives
- A demonstrable track record of delivering value for money across both works and technology categories
- Experience of managing corporate goods and services procurements and lea
