Our local authority client has a 3-month contract vacancy (with the possibility of extension) for the role of a PROCUREMENT PROJECT OFFICER, details as follows

**Job Purpose**
- To provide professional procurement resource to support and advise internal and external partners.
- To assist in the implementation of the Commercial Services Business Plan, the Council’s Category Management approach and its Make vs. Buy agenda by providing a professional procurement service to all clients across the Council
- To work alongside clients, primarily on medium to high value-risk procurements and guide clients through procurement governance, legislation, use of the e-tendering portal, etc. (with the support of a Category Advisor where appropriate).

**Responsibilities**
- To work closely and pro-actively with service leads from across the Council to provide a professional, 'value adding’, procurement service. This will include the development of appropriate procurement approach options and provide challenge for commissionersto deliver required service objectives, innovation and value for money. To proactively maintain an awareness of procurement and other relevant legislation, regulation and best practice, and advise on how this affects the Council's commercial activity
- To provide proactive, good quality professional advice and support to service managers on commercial, commissioning and procurement issues, including service operating models, the engagement of third party suppliers, cost analysis and annual savings plans,and changes that will contribute to continuous improvement and enhanced efficiency.
- Responsibility for delivering commercial activity across a broad range of allocated goods, works and services including (but not limited to) the development of procurement and contracting strategies, compiling tenders, placing and managing service contracts,providing commercial advice to internal and external stakeholders, driving service delivery improvements and project management, underpinning these activities with a focus on achieving excellent value for money
- To extract and analyse management and financial information to identify internal and external cost drivers and opportunities for savings and improvements.
- To assist in the identification, preparation and delivery of briefings, workshops and training for managers and staff on commercial and procurement matters.
- To establish and manage the team communications systems ensuring that the Service's procedures, policies, strategies and objectives are effectively communicated across the Council.
- To produce regular monitoring reports, including analysis and advice, for the Corporate Management Team (CMT), Departmental Management Team (DMT), Cabinet and Scrutiny Panels.

**Essential Requirements**
- MCIPS certification or working towards MCIPS certification or relevant experience working within a professional / commercial procurement environment.
- Responsibility in previous roles for the delivery of public sector (or similar) procurement projects, mainly through tendering, to deliver savings against demanding timescales.
- Experience of working effectively with a range of professionals in service areas, demonstrating excellent stakeholder engagement and interpersonal skills.
- Experience of managing procurement in a public sector context preferably in local government.
- Proven experience of building and developing productive and collaborative working relationships both internally and externally with partners and suppliers.
- Knowledge and understanding of the public procurement rules.
- An understanding of the process and practicalities of purchasing through relevant procedures (previously known as OJEU procedures).
