**Temporary Lead Officer - ASC/ Finance

**Pay Rate**: £18.06 per hour PAYE
**37 Monday to Friday, normal working hours**

**This opening assignment is for 6 months**

**City: GLOUCESTER**

**Agile home working, with at least 1 day a week on-site at Shire Hall, Gloucester depending on business needs**

Support the provision of a comprehensive financial service, including support of budget preparation, maintenance and closure of accounts, and maintenance of financial systems. Ensure that financial management, accounting and budgetary control/reporting arrangements are working effectively and to assist in providing a financial service to Budget Managers and Budget Holders.

Key Responsibilities:

- Reporting to the Finance Manager - Projects & Capital
- Improving Project processes, standardising and embedding processes
- Reviewing Finance Manual policies, processes and procedures
- Supporting of costings for business cases
- Supporting the development of Statutory returns
- Supporting capital bids. Supporting Capital team in documenting processes and testing them
- Supporting finance manager with procurement queries

Qualifications:

- At least part AAT part qualified up to CCAB part qualified, or qualified by experience.

Knowledge:

- Thorough knowledge of accounting principles

**Experience**:

- Experience of a customer focused environment
- Some relevant experience of financial issues
- Relevant experience of complex financial issues
- Project experience - desirable
- Local Authority experience - desirable
- Production of final accounts and budgets
- Using computerised financial systems and spreadsheets

Skills & Abilities:

- Good written / oral communication skills
- Ability to explain financial information
- Ability to communicate and discuss financial issues
- Ability to critically evaluate and explain financial information
- Ability to communicate, discuss and negotiate with managers on matters of a financial nature
