**We are looking for 3 enthusiastic and resilient Commissioning Support Officers to work with us on a permanent basis.**

The Commissioning Support Officer role within Adults and Health Integrated Commissioning, focuses on the support of all commissioning and operational activity within the Personalisation Team.

The Personalisation Team has two main operational functions; Support Brokerage and Direct Payments and the team:

- Supports all aspects of direct payments including set-ups, increases, decreases, ongoing queries, management of the managed account system and pre-paid cards system
- Provides service finding support to people holding a direct payment and to self-funders and management and allocation of referrals to external partners

Works to support a portfolio of commissioned contracts including Carers Services, Statutory Advocacy Services, SEND Parent Forum and Healthwatch.

Buckinghamshire Council and its health partners was one of the first 8 areas in England to establish an Integrated Care System. Introduced in 2017, Integrated Care Systems require NHS organisations to work in partnership with Local Authorities and other organisations to take collective responsibility for managing resources, delivering NHS standards, and improving the health and wellbeing of local residents.

In the summer of 2018 Buckinghamshire County Council and the Buckinghamshire Clinical Commissioning Group restructured their commissioning functions to set up a new, all age Integrated Commissioning Service, supporting the Integrated Care System’s ethos to deliver whole population outcomes by aligning strategic commissioning activities across health, public health, and social care.

There are 8 commissioning teams within the Service. Each team is led by a Specialist Commissioning Manager and works across the whole commissioning cycle to support service improvement, value for money and improved resident and service user outcomes.

**About the role**:
As a Commissioning Support Officer, you will be working closely with the Commissioning Officer and Commissioning Manager and will be required to support the delivery of large and complex pieces of work across the health and social care system. You will also work on all aspects of the commissioning cycle. You will be involved in the day-to-day commissioning activity required to support the Council and improve outcomes for residents of Buckinghamshire

Fixed:
As a ‘fixed’ worker, you’ll spend most of your time in the same location, which will likely be a fixed office or location where your role is performed. Typically, you’ll be based in the same location as the rest of your team, because you provide a particular service from that fixed location or need access to information there.

**About you**:

- Resolving issues and managing associated risks.
- Ability to work to set objectives and tight deadlines.
- Coordinate and support consultation and stake holder engagement.
- Work in a whole systems way to translate the Council’s priorities and outcomes into a range of internally and externally delivered provisions integrated across ages and health and social care
- Support the development of service specifications and work with procurement through the tendering process
- Support micro-commissioning activity in relation to individual care packages, whilst ensuring the associated functions are efficient, effective and value for money
- Identify gaps in data collection, and support the approach to address these gaps with practical and creative solutions
- Develop effective working relationships with all key stakeholders
- Provide support to residents of Buckinghamshire and their families/primary carers
- Ensure any safeguarding and/or quality issues identified through complaints or the review process are escalated where it was appropriate to do so.
- Ability to engage and support individuals and their families/primary carers
