**Job summary**:
The Animal and Plant Health Agency (APHA) are seeking a Senior Scientific Officer to lead in the Discipline of Mammal Management within the Wildlife Department. APHA is an executive agency of the Department for the Environment, Food and Rural Affairs (Defra). The Wildlife Department are responsible for providing evidence, impartial advice and services, to prevent, mitigate or resolve human-wildlife conflicts, particularly disease issues. Playing a lead role and working with a wide range of public and private sector stakeholders mainly in the UK but also some overseas.
**Job description**:
The post holder will lead on wildlife disease management and research. This will include directing research and surveillance to improve the management and mitigation of various wildlife diseases. Such diseases include bat rabies, B sal, HPAI, and other notifiable wildlife diseases.
Collaborating with other Discipline Leads to create or update contingency planning for specified diseases, the post holder will also direct field work for disease surveillance where relevant. This includes sampling bats, other mammals and birds as appropriate and will require Home Office licensing. Suitable training will be supplied where appropriate. The post holder may contribute to managing and advising on wildlife disease outbreaks, but would not be primarily responsible for their field delivery.
Being responsible for a portfolio of projects within the programme, the job holder will work closely with a broad range of other government departments, agencies, authorities, organisations and with the private sector to develop planning and mitigation to manage wildlife disease to support Defra. The post holder will also ensure that the outcomes and outputs of research projects, placed in the context of the most recent findings, are made available to support policy, delivery and decisions across the environmental sector in government and beyond.
The role requires the collection of published and unpublished data, directing activities to fill data gaps and liaising with modellers and other wildlife experts. Problems cover a range of issues, from technical setbacks that require expert advice sourced outside own department or organisation, and policy sensitive issues that may arise during the lifetime of projects. Solving these problems, requires sound judgement, negotiating skills, and a high degree of creativity and flexibility. The job holder has authority and discretion to solve these problems, although some of these may need liaising with more senior grades.
The job holder is responsible for keeping customers, collaborators and senior grades informed about problems, whilst providing solutions to avoid that these issues erode confidence in the ability of the team to deliver agreed milestones.
The post holder is expected to act on own authority and to take and justify major decisions affecting the direction and execution of projects for which they are responsible. This includes taking decisions on new research lines whilst providing senior staff and customers with relevant options and recommendations based on state-of-the art knowledge and on an understanding of specific diseases. These decisions may affect APHA and Defra reputation, involve complex negotiations and competing options and influence policies at local to national scale.
The role requires leadership on many levels, which include providing direction and ensuring staff are aware of the bigger picture and of their own role in a project, problem solving, leading by sharing knowledge and expertise, motivating staff to explore new ideas in a safe and supportive environment, maintaining the confidence of the customers particularly when milestones cannot be delivered and have to be renegotiated, evaluating risks and making judgements on most appropriate course of action, representing APHA on the national stage with authoritative and influential presentations that can shape the direction of policies and research areas.
