Save the Children UK has an exciting opportunity for a collaborative and influential individual with substantial knowledge of Anticipatory Action (or Forecast-based Financing) to join us as our **Anticipatory Action and Risk Financing Technical Adviser **working with our Humanitarian team** **to provide analysis, advice and technical guidance to the Start Network's anticipatory action and early action approach, and support risk financing systems.

Start Network is made up of more than 50 aid agencies across five continents, ranging from large international to national NGOs. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and localisation.

The Start Crisis Anticipation and Risk Financing Team is a newly formed team which builds off the work of two former teams over the last 3-years. It is managed within Save the Children's Humanitarian Business Transformation Team but sits with the wider Start Programmes team (SCUK dedicated grant custodian team) and works closely with colleagues in the Start Platform

**About the role**

As the Technical Analysis Adviser you will provide analysis, advice and technical guidance to the Start Network's Start Funds anticipatory action and early action approach, and support Start Ready risk financing systems.

You will be responsible for overseeing and supporting technical design of components of Start Network's Anticipatory Action Service Offer to members. You will develop the Start Network's capability to analyse emerging risks, harnessing context-appropriate methodologies. You will also work with other teams, principally the Start Funds, other technical advisors within the Risk Financing and Anticipation team, as well as the Start Network.

As the Techncical Analysis Adviser you will provide analysis, advice and technical guidance to the Start Network's Start Funds anticipatory action and early action approach, and support Start Ready risk financing systems.

You will be responsible for overseeing and supporting technical design of components of Start Network's Anticipatory Action Service Offer to members. You will develop the Start Network's capability to analyse emerging risks, harnessing context-appropriate methodologies. You will also work with other teams, principally the Start Funds, other technical advisors within the Risk Financing and Anticipation team, as well as the Start Network.

**In this role, you will**:

- Be responsible for delivering Start Network's Anticipatory Action strategy including budget circa £285,000 per year, and leading innovations and improvements in Start Network's Anticipatory Action Service Offer
- Manage Start Network's Anticipation Tool and Analysis for Action grants for members to design and build anticipatory action forecasting tools and analysis, and early action protocols for the Start Funds.
- Lead technical guidance on Anticipatory Action at Start Network with support from Technical Team. Act as technical backstop for colleagues delivering high-quality Anticipation Action analysis advice and training for Start Network members and decision-makers, with a focus on the Start Funds Anticipatory Action approach.
- Support the development of high-quality technical partnering arrangements, in conjunction with the Partnerships advisor and Anticipation and Risk Finance Technical Lead, with forecasting agencies, academic institutions, risk modellers, member agencies and their partners, governments and meteorological agencies, and local and national humanitarian agencies including IFRC, FAO, OCHA and WFP.
- Be responsible for recruiting, managing and overseeing outputs of expert academic and humanitarian consultants to provide high quality technical products and advice, including for developing forecasting information products and anticipation tools for the Start Funds and other newly developed approaches.
- Contribute to the development of a network-wide plan that supports the wider strategy for new forms of financing
- With the technical team, ensure the translation of scientific forecasting and anticipatory action concepts into everyday humanitarian language, including developing communications materials and developing and delivering training packages as required.
- Support CARF Technical team and Start Network members with quality assurance of analytical methods in anticipation, early action and risk financing
