he Head of Financial Accounting and Services leads the Trusts financial Services function, providing high-level support and advice on all financial accounting matters. This includes the production of annual accounts and associated legal, statutory and management reporting to various government organisations, external reporting and treasury management.

The post holder will deliver all financial accounting requirements in a professional and efficient manner, to high standards and in accordance with statutory standards and Trust policies and procedures. The post holder leads on financial governance including the maintenance and monitoring of Standing Financial Instructions.

**Technical Responsibilities**:

- Lead and oversee the timely completion of the Trust’s annual accounts, including charitable Funds, in compliance with NHS manual of Accounts. Ensure all working papers are completed to high standards and within agreed timetables. Present these at Audit committee as required.
- Ensure robust financial processes are in place to ensure the integrity of the General Ledger
- Ensure that the core accounting processes are up to date and robust. These include for the cash management systems, fixed asset register, VAT and Charitable Funds, control accounts and bank reconciliations. These should include procedures that provide the Trust assurance over processes completed within SBS on the Trusts’ behalf.
- Ensure that financial services processes are completed in line with agreed timescales and best practice
- Lead the Trusts cash management and ensure that the Trust has a healthy cash flow position, keeping the Chief Finance Officer and Deputies fully briefed. Ensure that all aspects of cash are up to date, manage borrowing requirements, obtain and provide monthly cash forecasts and liaise with NHSE colleagues to maximise cash flow opportunities.
- Be responsible for the technical aspects of the PFI contract accounting including monitoring contract variations, representing the Trust at meetings, participation in negotiations for market testing and sustainability, and linking in with regional and national experts as required.
- Responsibility for completing financial reporting for relevant areas as part of the overall Trust’s financial reporting.
- Be the lead for NHS accounting developments, advising the Trust Senior Management on service developments and as a result of legal changes in status and statute. Implement procedural changes necessary after liaison with Deputy Chief Finance Officers.

**Research and Audit**:

- To drive the Finance Department forward, for example with the introduction of process efficiencies, and act as “trouble shooter” as necessary. Design proposals for solutions in order to continuously enhance tools and models to optimise analysis and reporting.
- Develop effective professional relationships with key stakeholders including as the Key liaison contact for external and internal audit for annual systems reviews and the interim/annual accounts audits.
- Responsible for the research, interpretation and advice relating to VAT principles and regulations to make sure changes are acted on, communicated and implemented promptly and to the best effect for the Trust in close liaison with the Deputy Chief Finance Officers

**Training & Development**:

- Maintain CPD requirements as per professional body.
- Undertake learning and development that keeps up to date with research and development at a National and Local Level

**Administrative Responsibilities**:

- Authorised signatory on the Trusts Bank Accounts including Charitable Funds and ensure payments are correctly recorded, authorised and controlled.
