Our client is looking for someone to join the team initially on a 12 month fixed term contract which has a strong chance of becoming permanent. You will be responsible for supporting the Procurement Manager in the provision of pro-active procurement supportand guidance to the organisation, with a clear focus upon ensuring the best use of departmental resources by achieving and demonstrating best value.
Key responsibilities of the Procurement Officer:

- Develop and maintain relationships in order to improve procurement processes within the organisation in accordance with national, regional and internal initiatives.
- Manage each stage of the tender process under the direction and control of the Procurement Manager and Contract Management Officer.
- Provide advice, guidance and administrative support; ensuring compliance, at each stage of the process, with Contract Standing Orders and European legislation.
- Provide advice and support as appropriate to the organisation with regards to aspects of procurement issues and procedures.
- Continually monitor opportunities for improving value for money.
- Develop and manage all organisations activity on the national contracts database or other system approved.
- Utilising information available to provide spend analysis patterns for use by the Contract Management Officer in identifying area for future procurement spend analysis reduction initiatives.
- Ensure compliance of the outsourced stores contracts with regards to all levels of performance, specifically stock holding and control, distribution and security.
- Be accountable for all Health and Safety Issues, to include risk management, pertaining to the posterholder's area of responsibility in order to fulfil the statutory obligations of the Health
- and Safety at Work Act 1974.
Key requirements for the Procurement Officer:

- The postholder should have knowledge of European Procurement Directives, Health and Safety legislation, Contract Standing Orders and Financial Regulations, together with Financial Instructions.
- Knowledge of conducting tendering processes.
- Be able to draft, and manage procurement processes in conjunction with the Procurement Manager and Contract Management Officer.
- Possess good interpersonal skills in order to communicate effectively with contractors and tenderers
- Deemed 'qualified' within the context of this role
