**Location: Havering, London**
Akton Resourcing are looking for a Commissioning Programme Manager on an initial 6-Month contract to join the London Borough of Havering.
**Main Purpose of the Role**:
1. To be proactive and lead on programmes and projects related to commissioning of Social Care services in Havering which will include potential management of portfolios including:
2. Integration and partnerships - actively working with partners, re-designing systems where necessary, to develop cross service and/ or organisational solutions, looking to jointly commission where necessary

3. Prevention & Personalisation - demand management - installing prevention and personalisation as a necessary consideration in all services that are designed and commissioned with outcome measures evidencing effectiveness. Developing the approach to microcommissioning as necessary to support outcomes required

4. Younger People - commissioning of childrens services across areas including childrens placements services; commissioned support to younger people in transition. SEND will be part of this and be considered in relation with the Disabilities portfolio (seebelow)

5. 'Disabilities' will include: Learning Disabilities; Mental health; and Dementia with cross overs to SEND. This portfolio will work with and across other commissioning portfolios
6. To be able to be flexible in order to move across portfolios where required using the commissioning and programme management skills required in this role. Where new programmes arise within the scope of the JCU these will be defined and led as a new portfolio

7. To ensure that cost-avoidance savings are robustly tracked and measured, with appropriate sign off and buy in so that ROI is demonstrated.

8. To lead programmes and change initiatives that will need to develop and implement innovative concepts to complex issues in social care and edge of care services.

9. To engage with various stakeholders in the relevant market to put in place processes and protocols relevant to mandated programmes and projects

10. To meet robust programme and project management standards and record all aspects of the project in line with practices and procedures of the JCU
**Experience**:

- Successful management of complex or significant business change or transformation programmes using a recognised methodology
- System design to maximise efficiency and ensure lean processes where required
- Communicating at all levels within an organisation and externally to partners and providers to build effective working relationships
- Implementing changes to systems and processes within a team
- Motivating staff and managing change
