Head of CAMHS and Provider Collaborative Tier 4 Services

A unique opportunity has arisen for an exceptional and highly skilled senior operational lead to head up our Trust and regional Provider Collaborative Child and Young People’s Mental Health Services.

We are looking for an experienced and enthusiastic individual who is dynamic and passionate about their work within CAMHS. It is genuinely an exciting time to join an expanding leadership team, including new senior clinical posts, as we seek to influence and shape the future of Children’s and Young People’s Services in Hertfordshire, and further influence the delivery of CAMHS Tier 4 specialist services across the East of England Provider Collaborative.

You will lead and transform a set of local services with co-production at the heart of service delivery and where young people and carers are consulted about service development; and where the child is put first in everything we do, and we listen and respond to their concerns.

You will be an inspirational and approachable leader, providing clear support and direction for individuals and teams, and you will be able to make the necessary and tough decisions to strengthen performance and deliver quality outcomes for children, young people and their families.

You will have a demonstrable track record of designing, delivering and improving high quality and innovative operational services, working in partnership with and influencing multiple stakeholders.
- Lead the delivery of CAMHS services and implementation of care pathways ensuring a cohesive, effective and seamless service is provided for service users.
- Develop and deliver a comprehensive CAMHS transformation programme to ensure CAMHS services are fit for purpose for the coming years and taking into account innovation in healthcare and clinical practice.
- Ensure the effective delivery of 24-hour care services, working on a whole systems approach to achieve required levels of performance.
- Coordinate and manage all the Provider collaborative resources, ensuring the service complies with the requirements of regulator and meets its obligation in contracts with the commissioning Hub
- Lead on the development of CAMHS strategy and business plans for the Trust and Provider Collaborative
- Support and champion the clinical redesign of CAMHS services within the provider collaborative, ensuring clinician involvement and participation throughout the process.
- Ensure systems are in place to monitor the performance of services against business targets and plans and against standards for accreditation by external bodies such as the Care Quality Commission, the Clinical Negligence Scheme etc.
- Work as a dynamic, innovative leader using a positive, strong influencing style to ensure the Provider Collaborative and Trust services are run effectively and to budget, ensuring that the Trust is portrayed in a positive and collaborative manner.

Hertfordshire Partnership University NHS Foundation Trust provides health and social care for over 400,000 people with mental ill health, physical ill health and learning disabilities across Buckinghamshire, Essex, Hertfordshire and Norfolk. With a workforce of around 3,500 people and an annual income of sum £330million this year.

This is a hugely exciting time for the Trust having awarded an outstanding CQC rating in 2019 and being one of just five mental health and learning disabilities NHS trusts in England to hold an outstanding rating.

Responsible for the provision of the quality care within a highly complex range of health and social care services that interface across HPFT and withotherhealthcare providers.

Accountable for the effective operational management of all care pathways, requiring effective liaison and co-ordination with secondary care clinicians, managers, local politicians and primary care and other independent contractors.

Lead the establishment of clear frameworks and processes by which the SBU will manage and monitor capacity on a day-to-day basis, ensuring effective escalation arrangements are in place to maintain safety with the ability to respond where capacity issues present a challenge.

Lead the development and delivery of services for health promotion and prevention, working closely with other agencies.

Ensure compliance with all statutory requirements and service specific standards e.g. CQC, HSE, and implement relevant assurance systems to demonstrate compliance.
