**About the role**
As a **Streetworks Compliance Inspector**, you will work as part of a responsive and resilient team capable of fulfilling a wide range of services. The role will involve monitoring the compliance of those working on the highway, liaising with our Streetworks & Permitting team, and responding to inquiries from Herefordshire Council and members of the public, and more. **This role is based in the West Midlands, Hereford**
The role will require the daily use of professional judgement within the framework of, the Safety at Streetworks and Road Works code of Practice (Red Book), the Specification for
Reinstatement of Highways (SROH), the New Roads & Street Works Act 1991 (NRSWA) and the associated requirements of the Traffic Management Act 2004 (TMA) to ensure that the Council provides an effective network management service.
**What you'll be doing** Key Responsibilities***
**Inspections**:
The postholder will be required to assist in the administration of the Councils Streetworks Permit Scheme through conducting routine inspections of both statutory undertakers works, and the works being undertaken on behalf of Herefordshire Council or their contractors.
- Undertake high quality inspections, recording and reporting on statutory undertakers works, and Council promoted contractor works to ensure works are in compliance with the Permit and conditions stipulated in the permits for those works.
- Inform the Permit Compliance Offers of any breaches of permit conditions and contraventions of regulations so that Fixed Penalty Notices can be raised and provide information to support the issuing of Fixed Penalty Notices.
- Providing accurate and concise evidence (including photographs) for reinstatement defects and s74 violations.
- Make on site assessments of temporary traffic management and working methods for compliance. Ensuring that the activities, the public, and the site are safe and taking appropriate action where required, including providing suitable advice and giving directions for required amendments.
- Identify responsibility for defective works and initiate the appropriate inspection regime, issuing defect notices and follow up until remedial works are undertaken to a satisfactory standard.
- Attend pre-site meetings with representatives of utility companies, or their agents, to assess and provide advice on the suitability of temporary traffic management arrangements.
- Arrange and attend Joint Site Meetings with Statutory Undertakers and their contractors to discuss defects and remedial works.
- Carry out S74 site inspections take photographs and compile information packs to enable S74 charges to be raised.
- Carry out S81 inspections take photographs and compile information packs to enable S81 notices to be raised.
**General**:
- The post-holder will be required to deal with and respond to requests for information, complaints and enquiries relating Streetworks across the county from members of the public, works promoters, parish councils and Ward Members.
- The role may require weekend working.
- It is the responsibility of the postholder to keep up to date with new legislation and regulations that will impact upon the delivery of the service and to remain compliant with relevant legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice.

**Technical Competences**:

- New Roads and Street Works Act (NRSWA) 1991
- Previous experience of working as a Streetworks Inspector, Civils Inspector or Streetworks Operative.
- GCSE (A to C level) or equivalent including English and Maths
- Good working level of computer literacy and use of handheld tablets (Android or IOS)
- A full driving licence is essential.
