**Head of Major Projects**

**Location: Chelmsford, CM1 1JR**

**Full Time: 40 hours per week**

We are working alongside a market leader in the highways industry to recruit a Head of Major Projects.

As Head of Major Projects, you will lead teams in the partnership that contribute to the development and operation of the transportation network/system in Essex, including traffic data, transport planning, advance scheme design, minor and major scheme design, sustainable transport design, flood management design, consultancy services and more for the users of Essex Highways.

In addition to the major projects service, you will be responsible for developing and overseeing the design for the 3rd party service for Essex Highways eg. developer funded works.

The Head of Major Projects will be a strategic thinker with excellent influencing and negotiating skills; the ability to build strong collaborative partnerships with the client, officers, members and external partners. The post holder must also be commercially astute with a passion to innovate.

You will need to be skilled at bringing together diverse workstreams and a broad range of expertise to achieve successful outcomes, whilst also helping to lead and shape the Essex Highways and wider business service offering.

**Key Responsibilities**
- Leading a diverse team to deliver both Essex County Council’s and our companies outcomes, including financial budget and programme forecasting, reporting and overall management of design delivery.
- Ensuring that all work streams are delivered identifying any shortfalls in resources and taking strategic action to address.
- As named Principal Designer on the Contract, ensuring that all schemes are implemented in accordance with CDM 2015, and all technical and legal processes are followed.
- Producing the annual service plan for the different areas, ensuring that continuous development is embedded into each of the teams and that there is a clear vision provided for the year ahead.
- Bringing together all teams to work collaboratively to ensure schemes are delivered in the most efficient manner, taking advantage of synergies and encouraging cross service working.
- Providing support to the teams on strategic and sensitive schemes to ensure that quality stakeholder management is undertaken, and that the reputation of Essex Highways is maximised.
- Managing the Major Projects Programme Board and ensuring that all actions are followed up on and delivered.
- Supporting on the Professional Development of staff liaising with educational providers to ensure that teaching programmes reflect the needs of the business and providing career structures to ensure that talent is retained within the business.
- Taking a lead role in the development of the 3rd party business for Essex Highways by identifying appropriate developer opportunities, procuring services and managing the successful delivery.
- Utilising of digital technologies and innovation across the council and with stakeholders and partners.
- Legal signatory on Cabinet Member Actions and Chief Officer Actions with a responsibility in ensuring that all formal processes meet ECC’s governance arrangements.
- Embracing new innovations and respond to emerging industry issues ensuring that they are introduced, where appropriate into service areas.

**Role Specific Responsibilities**

Overseeing and leading around 180 reach-back company staff, the Head of Major Projects manages the delivery of a wide range of design services and is a member of the Essex Highways Senior Leadership Team. The work streams include:

- Traffic Data - providing the traffic data service for Essex including the management and operation of the counters and sensors and suppliers/subcontractors.
- Transport Planning - providing the transport planning service including transport policy & strategy, local plan support, transport modelling, feasibility studies, business case development, submission of funding bids, transport assessment reviews, etc.
- Advance Scheme Design - preliminary design of schemes in support of funding bids.
- Design of Minor and Major Schemes - designing highway and drainage improvements in accordance with Design Manual for Roads and Bridges, LTN-120 etc.
- Flood Management Design - optioneering, feasibility and design of flood management schemes for self-delivery using Essex Highways supply chain partners.
- Air Quality Services - providing consultancy services for the development of the Essex AQ Strategy, liaising with Cities/Districts/Boroughs regarding mitigation measures.

**About You**

**Experience**:

- Significant and demonstrable management experience within either a Transport or Highways environment with track record of successful delivery of schemes, projects, and services.
- Comprehensive knowledge of Health and Safety legislation
- Excellent leadership skills with the ability to build a highly performing and motivated team from diverse backgrounds.
