The Scottish Sentencing Council is an independent advisory body chaired by the Lord Justice Clerk, Lady Dorrian. The Council’s statutory objectives are to:

- promote consistency in sentencing across Scotland;
- assist in the development of sentencing policy; and
- promote greater awareness and understanding of sentencing policy and practice.

A key part of the Council’s role is to prepare sentencing guidelines for the Scottish courts. It also publishes information about sentencing, carries out research into sentencing, and provides advice and guidance of a general nature on sentencing matters.

The Council’s programme of work is set out in its business plan for 2021-24. Current priorities include the development of sentencing guidelines in relation to the sentencing of sexual offences (with an initial focus on rape, sexual assault and indecent images), domestic abuse and environment and wildlife crime, as well as research into mental health and sentencing and, in preparation for the next business planning period, a large scale survey into public perceptions of sentencing.

Working to the Secretary of the Council as part of a multi-disciplinary secretariat team, you will be the principal source of research and analytical support to the Council and the Lord Justice Clerk, identifying and delivering on the Council’s research and information needs. You will work directly to the Secretary to the Council and will line manage a senior researcher. The other members of the team are made up of policy officials, communications specialists, a lawyer and a business manager. You will work collaboratively with the other members of this multidisciplinary team and as such there will be many opportunities to develop wider skills.

The post offers a unique and exciting opportunity to assist the Council in shaping sentencing guidelines and to conduct, commission and disseminate research into novel areas. The Council’s work is increasingly high profile and attracts media interest. You can expect the work to be varied, interesting, and intellectually demanding.

You will be responsible for managing and delivering the Council’s research programme. This will include:

- providing advice on research priorities to the Council’s Research Committee and the Council;
- designing and carrying out qualitative and quantitative research with judicial office holders and other groups involved in the sentencing process to inform both the development of guidelines and sentencing policy and practice more broadly;
- commissioning and project managing a range of external research, including recruiting and line managing any temporary researchers;
- liaising with colleagues and stakeholders regarding research needs;
- supporting the Secretary in managing the Council’s budget and resources with regard to research;
- providing secretariat support to the Council’s Research Committee;
- overseeing and updating the Council’s research framework as required; and
- leading on the development of robust impact assessments for sentencing guidelines developed by the Council.

You will have an active role in considering the outputs of the research programme and developing policy proposals for the consideration of the Council. You will also lead on developing information sharing arrangements with other criminal justice organisations.

As well as having close contact with senior judicial office holders and members of the profession, you will liaise regularly with senior officials involved in the administration of justice and other stakeholders. Your work will have a substantial impact on the development of sentencing policy and practice across the Scottish criminal justice system and will directly contribute to the development of the field of knowledge in this area.

You will be a suitably qualified researcher, with experience in designing, conducting, commissioning and managing programmes of research. You will have a strong background in conducting quantitative, qualitative and mixed method research to support the development of policy and you will, ideally, have a sound knowledge of the criminal justice system in Scotland. You will have line management experience and be used to working with senior office holders, preferably in a board or secretariat context.
