**Job summary**:
These are exciting times to be an analyst in the Department for Levelling Up, Housing and Communities. The department and its analysts are at the heart of the Government’s policy priorities. This specific role is about providing economic advice and analysis to help the Department to end rough sleeping through more effective prevention and crisis intervention services, and reducing homelessness by enabling local authorities to fully meet their statutory duties. The post holder will also contribute economic advice on other policy and programmes that support vulnerable people.

The post is within the department’s Analysis and Data Directorate (ADD). ADD provides high quality, strategic and practical analysis to Ministers, the Executive Team and policy, finance, strategy and other colleagues across all areas of the Department’s business.

**Job description**:
The posts sit within the Vulnerable People, Data and Evaluation Division within the Analysis and Data Directorate of DLUHC. VPDE is a multi-disciplinary team of economists, social researchers, statisticians, operational researchers, data scientists data engineers and administration and finance colleagues.

The purpose of VPDE is to deliver robust and efficient systems, innovative data and stronger evidence for better policy making and supporting DLUHC’s mission to improve outcomes for people, particularly vulnerable groups.

This post would be within the economics team in VPDE that currently comprises 5 economists. The postholder will:

- Lead analysis to evaluate the effectiveness of current funding formulas that support Local Authorities work to reduce homelessness and fund their statutory responsibilities to provide temporary accommodation.
- Develop options for new funding formulas to further incentivise prevention activity to reduce homelessness and to keep more families out of expensive and unsuitable temporary accommodation.
- Provide cost-benefit analysis to appraise the options in this policy space.
- Work closely with senior policy colleagues, analysts, Ministers, Local Authorities, and other stakeholders to develop funding models.
- Lead work on the distribution and allocation of homelessness funding.
- Work to improve the methodology and data for assessing the cost and benefits associated with homelessness services (e.g. working with colleagues to improve unit cost data on temporary accommodation and homelessness prevention activity, and monitoring trends in service delivery costs)
- The post holder will also provide economic analysis and advice across the policy areas covered by the division, especially when the team begin preparations for the next Spending Review.

There will be the opportunity to:

- Lead high profile pieces of analysis in the homelessness policy area;
- Work closely with senior officials, other government departments and Ministers;
- Support a small team of economists. There may be scope for line management in the future;
- Work in a multi-disciplinary environment with analysts of different specialisms, building the evidence base on homelessness and influencing policy direction; and

**Person specification**:
Essential skills required for both roles include:

- Being comfortable working with statistical data from various sources, and identifying patterns and trends;
- The ability to anticipate new trends, opportunities and challenges that may influence outcomes of interest; and
- The ability to present and communicate complex analysis clearly and in an impactful way.
- Economic appraisal

Desirable (but not essential) skills for the roles include:

- Knowledge of econometrics
- Evaluation techniques
- Knowledge of statistical packages such as STATA or R

**Qualifications or experience needed.**

Successful applicants for this role must be a full member of a government analytical profession or be prepared to become a member of the relevant profession.

Civil Servants who are currently a member of a government analytical profession will retain their professional membership in this role.

Applicants without a current affiliation to a government analytical profession will be considered for accreditation to the relevant profession as part of the recruitment process.
