Our Procurement Officers undertake the compliant public procurement of frameworks, dynamic purchasing systems and call off contracts, providing an efficient and effective procurement service to EEM Members. This role is responsible for the full management of the tender process from initial research through to award.

Main responsibilities:

- Create high quality tender documentation for EEM frameworks and dynamic purchasing systems, including specifications, evaluation documents and legal agreements.
- Create and publish all relevant tender adverts/notices in line with the current Public Contract Regulations
- Manage the tender process through EEM’s online procurement portal, ensuring compliance with the Public Contract Regulations at all times.
- Undertake the full evaluation of framework and DPS tenders, including complex pricing data and coordinating a panel of internal and external evaluators
- Create all legal documentation in relation to framework and DPS agreements
- Undertake financial credit checks on appointed and potential contractors and suppliers
- Provide advice and guidance to members on the mini competition process, including assisting with the creation and issuing of tender documentation and coordinating the evaluation and award of contracts.
- Ensure that all procurement is undertaken in accordance with EEM policies and procedures and the latest Public Contract Regulations
- Keep up to date with all relevant regulations and guidance in relation to Public Sector procurement.
- Ensure all procurement activity is undertaken in a timely manner to ensure continuity of frameworks and contracts
- Work closely with EEM’s Member Support Team to assist with enquires, provide procurement advice and guidance, ensuring that the integrity of EEM’s frameworks is maintained.
- Working knowledge of Public Contract regulations and tendering
- Experience of procuring goods, works and services via formal tendering processes
- Understanding of framework agreements, DPS solutions and further competitions

- Excellent written and verbal communication skills presenting information accurately, logically and concisely in ways that promote understanding
- Excellent IT skills. Competent in Microsoft Office
- Ability to prioritise, plan and organise day to day activities ensuring efficient and effective performance
- Ability to work under pressure to tight deadlines
- Flexible and receptive to change

**In return for your hard work you can expect**:

- Salary grade starting point may be from £32,824 to £43,554 depending on experience,
- Monday to Friday 37 hour flexible working week around the core hours of 9am and 3pm
- Flexible working requests will be considered
- 27 days annual leave rising to 32 after 5 years service
