**Department Overview**
- The People Directorate of the Bank of England plays a pivotal role in helping to recruit, develop and retain the diverse talent that is needed to deliver against the Bank’s mission to promote the good of the people of the United Kingdom.
- Talent Acquisition and Development exists to support the Bank in the identification, selection, development of talent for current and future roles. The Department consists of 4 centres of expertise (Future Talent, Experienced Hire, Talent & Engagement and Learning & Development). This role sits within the Future Talent Team, made up of 7 Future Talent Leads, each specialising in a different programme, a Future Talent Partner, and led by the Head of Future Talent. The team are supported by Future Talent Administrators.
- We are recruiting for a Future Talent Lead to look after the recruitment and development of PhD’s across the Bank on a 12 month secondment/ fixed term contract. The role enables the Bank to recruit high calibre researchers successfully on an annual basis. It is responsible for the recruitment and development of all staff on to the PhD Research Programme, PhD Internships, and Experienced PhD Researchers for all business areas across the Bank. They are also responsible for the development of those on the applicable programmes, which will involving working with the Head of Research to implement and embed a suitable training programme.

The role holder is responsible for leading the recruitment processes for researchers through the annual round for all areas of the Bank. This includes;
- Promoting the Bank’s PhD programme through attendance at specialist conferences - one in Europe, one in the US annually - acting as the ‘face’ of the Bank and co-ordinating the senior researchers for the events
- Managing demand and the bid process for the Bank as a whole, in conjunction with the Future Talent Partner
- Briefing the Chief Economist and Head of Research regarding recruitment success rates and analysing reasons for changes year on year
- Advising on researcher salaries to recruiting managers across the Bank
- Working with the Head of Research to develop and embed an appropriate development programme for each cohort
- Acting as the central point of contact and expert for all applicable on-programme cohorts and their line managers
- Working with Reward to review the salary and reward offered for each applicable programme
- Management of recruitment processes and selection centres for applicable programmes, ensuring relevant employment laws and best practice are adhered to
- Overseeing the use of the PhD Recruitment budget, including ensuring it is utilised appropriately to meet hiring needs
- Representing P&C and the Future Talent Team at relevant Research Steering Group meetings
- Working with the Talent and L&D to run and manage the PhD sponsored study process

**Role Requirements**

**Essential Criteria**
- Specific knowledge of employee market for Researchers including international comparators
- Strong relationship management skills
- Experience of working with the business to implement changes
- Experience of PhD programme recruitment
- Experience of producing and analysing recruitment data
- Understanding of employment law and regulations, particularly around right to work and visas
- Good experience of working in a team, but also working autonomously and leading on projects

**Desirable Criteria**
- Experience of Future Talent recruitment and development
- Indepth understanding of the Bank Research community and their needs
- Experience of using Taleo or similar ATSs
- Good understanding of the Bank’s recruitment offer
- Experience of budget management
