**Head of Risk & Control, Regulatory Reporting & Governance**
The role holder is accountable to direct, lead and facilitate regulatory driven reporting, governance and risk and control management across Channel Islands and Isle of Man (CIIOM).
The role holder will ensure that all Lines of Business, particularly WPB, are able to respond effectively to cyclical and ad hoc reporting requests from the islands regulators and draft, review and finalise appropriate notifications and responses to local regulators and other institutions as needed.
They will also oversee the management and oversight of CIIOM internal controls and operational risk framework to ensure CIIOM remains compliant. The role holder will also be responsible for driving a culture of risk awareness and mitigation, primarily through the country Grow safely programme.
The role holder will manage a team covering risk and control and governance and reporting.
The key responsibilities covered within the remit of this role include:
- Drafting, reviewing and finalising regulatory notifications and responses on behalf of HSBC CIIOM.
- Supporting the CCO with preparation for and completion of regulator related visits.
- Facilitate the collation of responses to queries and information requests from the regulators and external agencies.
- Track and lead the delivery of regulatory returns at country level, such as the annual Enterprise Wide Risk Assessment (EWRA) and Country Business Risk Assessment (BRA).
- Coordinate ad hoc regulatory notifications, ensuring appropriateness, accuracy and timeliness in messaging.
- Liaise with second line colleagues such as compliance, legal and regulatory affairs to coordinate, review and send responses to external organisations.
- Coordinate the drafting, and completion of the Country update papers into local Governance committees and regional or global Governance where necessary.
- Creating, leading and delivering a year long grow safely programme for CIIOM, ensuring key stakeholders and owners are engaged and deliver their actions to the appropriate standard and in a timely manner.
- Coordination and oversight of training sessions to colleagues in the business where needed.
- Supporting local alignment to the Global Operational Risk Management Framework (ORMF), ensuring risks are identified, escalated and mitigated with full documentation.
- Oversight of appropriate controls requiring RCAs and Continuous Monitoring Assessments through Helios with Risk and control monitoring, control assurance, country risk assessments, risk logging/tracking, incident reporting and Management Information.
The role holder will act as a role model, demonstrating active leadership and effective communication. As a senior leader they need to be able to operate at executive level within WPB and across the differing lines of businesses in CIIOM. The role holder will hold critical links with risk stewards in risk and compliance and whilst no formal reporting lines, their relationship will be key to successful alignment, approval and delivery of business milestones.
Requirements
- Experience working in relevant environments (i.e. Risk, Transformation, Governance and Regulatory Reporting)
- Experience working in relevant markets/context (i.e. CIIOM and Wealth and Personal Banking)
- Role relevant qualifications, i.e. Risk or Compliance qualifications (desirable but not essential)
- Strong stakeholder management and influencing skills
- Highly communicative and able to break summarise complex detail for senior stakeholders
- Proven experience of motivating others to deliver high performance and long term results
- A track record of making strategic business decisions; considering relevant risks, long term implications, commercial realities and stakeholders' needs
- Experience of creating and deploying comprehensive business/operating plans which consistently deliver desired results
- A successful track record of delivering complex projects and/or programmes, utilising appropriate techniques and tools to ensure and measure success
- Experience of promoting and leading best practice in risk and compliance management in a similar organisation
- Experience contributing to the implementation and monitoring of policies, governance frameworks, procedures, practices and standards to ensure quality, effective risk management and regulatory compliance.
- Excellent attention to detail and ability to appropriately feed back and drive improvement, consistency and efficiency across various teams.
