This is a time of significant change with EU Exit and the creation of a GB/NI stand-alone regulatory regime for chemicals. Additional change through transformation programmes intended to streamline and modernise our end to end processes is upcoming therefore it’s an exciting time to join the team. To help us meet these challenges, we require a Regulatory Liaison Officer to assist and oversee the day to day running of the authorisations work.

**Job description**:
You will be part of a team that is delivering HSE’s objectives in support of the UK’s authorisation of pesticides, especially in regard to the implementation of the Northern Ireland Protocol.

The GB/NI regime will also require support to answer applicant enquiries from applicants and other stakeholders, and requests for information under the Environmental Information Regulations 2004.

Part time working hours are available for this role. We can accept part time applicants who can commit to working 22.5 hours across 3 days per week as a minimum.

This is a voluntary, non-contractual arrangement and your allocated office will be your contractual place of work. There will be a requirement to travel to the office for various activities e.g., collaborative working, supporting and training colleagues.

**Person specification**:
We are looking for:

- Experience of leading in an operational delivery area with tight deadlines and some complex issues;
- Evidence of staff management or mentoring skills and experience in building and maintaining positive working relationships both internally and externally to the organisation;
- Good organisational skills in managing a varied workload to demanding deadlines;
- Strong communication skills enabling you to work collaboratively, effectively and engage with others;
- Comprehensive analytical skills with the ability to write/present complex information in a clear, concise and timely way;
- Ability to provide high quality information and documents with an appreciation of quality assurance processes;
- Comfortable in delivering change management to your team;
- _ _You will not be expected to have expertise in health and safety or chemicals regulation, but you will be able to demonstrate an ability to assimilate new information and adapt rapidly to a new operating environment eg. regulatory decision-making in a prescriptive regime such as that for Pesticides under Regulation (EC) No 1107/2009.

**Responsibilities**
- Be a key lead on operational delivery of the pesticides authorisation process, with particular expertise on GB and NI divergence.
- Coordinating decision making with colleagues and implementing actions on authorisations or processes.
- Effectively plan delivery to meet wider objectives, balancing resources with business needs.
- Represent CRD at meetings (both internal and external) around the divergence between GB and NI, to ensure the GB/NI regime works legally and operationally in support of all of our stakeholders.
- Act as the link between CRD and the EU Commission / Member States for information flow to enable Northern Ireland to fulfil statutory duties.
- Ensure that all delivery of the authorisation process for pesticides is completed within internal and regulatory deadlines, and reflects any differences between GB and NI.
- Manage a team of Band 5s and Band 6s to deliver a wide range of tasks in support of the pesticides process. Set clear objectives, priorities, standards and expectations, and coach, support and develop the team to ensure they have the right skills and training to deliver what is required and develop in their roles.
