Scottish Ministers are looking to appoint a Chairperson of the National Smart Ticketing Advisory Board.

**National Smart Ticketing Advisory Board**

The National Smart Ticketing Advisory Board (NSTAB) is a product of the Transport (Scotland) Act 2019 and will be a pioneering board comprising different modes, transport authorities, users, and experts to advise Scottish Ministers on the future of smart ticketing.

The board will advise on a national technological standard for smart ticketing, to be used in ticketing schemes and to help improve the interoperability of smart ticketing in Scotland, setting the foundation for better integration. It will also advise Scottish Ministers on the strategic direction for smart ticketing to improve passenger’s experience and help boost use of sustainable public transport modes.

NSTAB will be sponsored by Transport Scotland. Transport Scotland will also be responsible for supplying secretariat services to the group

Skills/Experience Required:
The Chairperson is responsible for formulating the board’s strategy and leads the board in overseeing and giving strategic direction of the development of smart ticketing. The Chairperson will ensure that the board meets on a regular basis to discuss strategy and monitor progress towards targets, and is responsible for ensuring that the board has the skills and experience required to carry out its role.

The responsibilities include:

- Chairing NSTAB meetings and being the primary representative of the board at external meetings.
- Ensuring robust governance of the board.
- Work with Scottish Government to agree and adhere to the agreed framework between the board and Scottish Ministers.
- Establishing priorities and ensuring progress of the board in achieving its objectives.
- Supporting production of the annual report and advice to Scottish Ministers, supported by board members.
- Promoting the effective working of the board as a cohesive group and ensuring that during the meetings a decision is reached and recorded where necessary. The Chairperson will oversee all decisions taken by the board.
- Being the key decision maker when the group is unable to reach consensus.
- The ability to establish workstreams and delegate NSTAB duties to nominated leads, in order to lead to the effective delivery of NSTAB’s objectives.
- Managing membership of the board in collaboration with Scottish Ministers:

- Working with the sponsor on the recommendation to Scottish Ministers on appointment and selection of new members
- Conducting performance review of board members and making sure any required training, performance, conflicts of interest are addressed.
- To feedback to Scottish Ministers on any administrative issues or concerns which affect the efficient running of the NSTAB.
- Carrying out their duties independently, whilst enjoying the confidence of both the board members and Scottish Government, thereby effectively guiding the operation of the board.

We are seeking an appointment
**to commence in November 2023**. The board is expected to meet around 4-6 times per year. The Chairperson will be expected to commit 25 days per year to the role.

**Remuneration**

Membership is voluntary, although the Chairperson is entitled to receive an ex gratia payment of £238.00 per day. The appointments are non-pensionable.

**Location**

Meetings of NSTAB will be held virtually (i.e. via Zoom or MS Teams) by default. NSTAB may agree to meet in person if agreed by members. Locations for this should also be agreed by the board and therefore could be flexible across Scotland. Reasonable travel expenses will be covered.
