Governance & Enterprise Administration Assistant

The Executive and Branch Support Team is responsible for tasks that are branch-wide in nature. Following the UK departure from the EU the London Branch is a so-called Third Country Branch. As a result greater scrutiny is being exercised by the local regulators, the PRA and FCA.
The branch operates within a complex matrix organization with many global and regional activities undertaken within the branch. Therefore, it is important that a robust and clear governance structure is in place together with an effective secretariat function to ensure that the operation of the structure is controlled.
Governance frameworks are required locally between departments, between London and other Group entities (onshore and offshore) relating to service or product provision and across functions on a thematic basis i.e. certain HR processes, ‘handshake’ models, regulatory obligations.
**Key Responsibilities and Accountabilities**:
The Governance & Enterprise Administration Assistant supports the Governance & Enterprise Administration Manager to achieve the following:
**Framework Oversight**
- Maintain a quality assurance program designed to evidence governance effectiveness
- Escalate identified gaps/deficiencies on governance frameworks to the Governance & Enterprise Administration Manager for onward processing.
**Committee Secretariat**
Provide effective secretariat support to formal Committees of the branch governance structure and complete the required activities including:
- Ensure a smooth flow of business with consideration to the business cycle and the Committee timetable
- Prepare agendas and ensure distribution of papers in a timely manner
- Coordinate the work of the appropriate support staff in matters relevant to the operational requirements of the Committees, for example ensuring timely submission, preparation and distribution of papers, communications with committee members and liaison with areas of the Branch
- Manage the planning for the annual committee cycle
**Policy Oversight**:
- Coordination of the local Policy and Procedures framework, including maintenance of the London area of the Europe & Africa Region Policy House Portal
- Coordination of the local reviews of global policies/standards including management of submissions to the Change Management Committee.
**Miscellaneous**:
- Maintenance of the SMCR Register and Management Responsibility Map
- Maintenance of the Authorised Signatory List for Rabobank London
- Maintenance of centralised Audit report repository.
**Professional/ Managerial Autonomy**:
- Has professional freedom in decision making on “what needs to be done” regarding all standard governance activities in London
- Seeks guidance from the Governance and Enterprise Administration Manager regarding more complex matters/initiatives but plays an active role in and is responsible for the subsequent successful execution of agreed tasks and activities
- Acts within and interprets UK regulatory requirements and broadly defined Bank policies, seeking guidance when required.

- Positive feedback on governance relevance, support, ease of engagement and output

- Timely and relevant escalation of governance issues to senior management/UK Management Team
