**Accommodation Assessment & Lettings Officer**

Temporary role

**Main Purpose of the job**:

- To promptly secure temporary housing arrangements and provide suitable referrals to supported accommodations while utilising all available housing resources efficiently.
- Ensure that all placements and referrals are made within a reasonable timeframe and adhere to legal requirements. Arrange emergency accommodations as needed for other council services, such as Children's Social Services and Adult Social Care.
- Coordinate available private rental sector properties with Housing Caseworkers to prioritise households for Direct Lets and prevent homelessness. Ensure that timely and appropriate decisions are made regarding property offers, including temporary accommodation and private rentals.
- Proactively search for suitable housing solutions to fulfil the Council’s ‘relief' and full housing duty.
- Ensure compliance with relevant legislation and guidelines for allocating accommodations based on need and confirm that all offers are suitable.
- Actively contribute to the council's plan to reduce the number of households in temporary accommodation by maximising move-on opportunities from temporary accommodations and supported housing.
- Maintain accurate records of all individuals in emergency, temporary, and supported housing, and submit statistical information to local and central governments as required.
- Maintain accurate records of available properties, promote prompt and efficient turnaround of void properties, and adhere to the void procedure.
- Assist in moving clients from temporary accommodation to other accommodation via the housing register and complete income and expenditure assessments to determine affordability and minimise costs.
- Build and maintain excellent relationships with the Housing Needs and Refugee Services Group to proactively manage the temporary accommodation portfolio and secure accommodation options for clients. Identify cases of fraud and misrepresentation and ensure that appropriate legal action can be taken.
- Assess medical information and make appropriate referrals to the council’s Housing Medical Adviser, communicating the outcomes of medical assessments to applicants in a clear and timely manner. Pre-allocate and allow temporary and permanent accommodation within deadlines, ensuring that re-let times are minimised.
- Allocate shared and self-contained Nightly Paid accommodation to meet daily demand from council services using the procurement hub, complete Housing Benefit forms, issue rent cards, and set up tenant accounts accurately.
- Monitor rent accounts and maximise income by ensuring caseworkers submit Housing Benefit claims at the point of sign-up and minimise void temporary accommodation.
- Ensure clients are moved from nightly paid accommodation to hostels/PSLs as soon as possible and meet the six-week target for pregnant women or families with children.
- The essential responsibilities of this role encompass overseeing budgetary expenditures and maintaining accurate financial records.
- Additionally, the individual must monitor and report statistical data, respond to correspondence and complaints within specified timeframes, and ensure ongoing improvement of local and departmental systems while staying current with legislation changes.
- The role also entails leading and participating in projects, providing training to staff and partner landlord staff, and supporting the Accommodation Assessment & Lettings Team Leader and Managers in delivering the service. The individual must coordinate the allocation of private rented properties, identify suitable applicants in a timely manner, and draft decision letters upon the completion of accommodation duties.
- This includes oversight of the discharge of duty and drafting of robust decision letters.
- Ensure that referrals are made to other agencies during the discharge process when necessary, such as the MASH. Respond to requests for move-on accommodation from supported housing providers and promptly facilitate the most suitable option.
- Coordinates move out of emergency and temporary accommodation in a timely manner, for example, when leased properties are being returned or temporary accommodation is being redeveloped.
- Utilise multiple ICT systems to maintain accurate and up-to-date records and statistical data, collaborating with accommodation providers and Casework Tracking and Improvement Analysts.
- Adhere to safeguarding policies and procedures for children, young people, and vulnerable adults.

**Internal contacts **comprise officers from various departments, such as the Housing Services Division, Housing Benefits, Children and Young People's Directorate, and other relevant departmental officers.

**External Contacts**: This will include Customers, Advocates, partner landlords, and other relevant Third Parties as relevant to the work being carried out.
