The Team/Department

Providing the lead technical expertise and thought leadership to the FCA on operational resilience. Building on recent developments to shape future thinking as part of the Technology, Resilience and Cyber Department (TRC). Working closely with the Bank of England, PRA, HM Treasury, and a range of other domestic and international authorities.

Supporting TRC with guidance on the assessment of firms within the financial services market, to ensure their existing capabilities are resilient to disruption and further develop these with an aim to protect consumers, markets, and building confidence through operational resilience.

What you will be doing

At a time of rapid technology change and increasing cyber threats, you will have the opportunity to influence the FCA’s and industry's agenda to work in the public interest and increase the sector's operational resilience. This role covers a challenging and varied portfolio of work across all sectors of FS. The job is an ideal position to demonstrate your specialist expertise and leadership on operational resilience, leveraging your expertise to support the FCA’s objectives.
- Lead and support a “service line” of TRC specialists in developing the FCA’s thinking and driving through new initiatives on operational resilience
- Support TRC firm leads in the operational resilience aspects of firm assessments (desk based and/or visits) to provide supervisors with a forward-looking judgement - based assessment, supported by the facts, on whether a firm's arrangements provide sufficient comfort and, where this is not the case, recommend action points for further review
- Lead and support the matrix operational resilience team in defining the core objectives and strategy, helping further develop existing tools, whilst leading industry engagement and cross authority work in this area
- Be on call to manage incidents, on a periodic basis outside of normal business hours

The skills and experience you will have

Minimum
- Experience of IT Resilience practices within industry (ideally in the financial sector), including understanding of end - to - end incident management processes
- Experience in leading business / service continuity and incident management practice standards such as ITIL and ISO (business continuity, disaster recovery and incident management - related)
- Due to the nature of the role, you will need to hold or be willing to undergo SC security clearance

- Deep experience across a number of the following cyber and technology resilience domain: technology governance, technology assurance and risk management, change management, service mapping and design, service continuity and testing
- Excellent written communication skills, capable of drafting complex papers and presentations for FCA executive committees and external stakeholders such as regulated entities
- Calmness under pressure, with ability to review incidents and issues at pace with high attention to detail
- Strong oral communication skills including clear and effective presentation to both internal and external audiences
