Your new role

National Highways have an excellent opportunity for multiple Business Systems Owners to join our Operational Control Division within Operations. The Business Systems Owner will be responsible for the central national management of core business systems utilisedwithin Operations. The role will manage the operational control of one or more key operational systems, act as central authority for change requests, be responsible for ensuring data and process integrity, manage system administration tasks and contributeto projects to improve system performance and user good practice.

What you’ll be leading on
- Manage day to day activity required to ensure business critical systems remain available to the business. Acting as the Deputy Airwave Radio Terminal Custodian for National Highways, responsible as the main contact within the organisation, for various authoritiesand service providers.
- Develop and maintain strong collaborative relationships with key internal (e.g. system users) and external (e.g. system suppliers) stakeholders, to ensure full mutual understanding of the National Highways strategic and delivery objectives, to report onand review project performance, and to agree solutions that resolve complex issues.
- To manage governance for NH and Service Providers adherence to the Airwave Licencing terms, ensuring current requirements and compliancy are met.
- Manage a Professional Services budget for supplier services including identifying need, forecasting spends, and proactive management of supplier works utilising this budget. Contribute to supplier performance / account meetings and action improvements arisingwhere appropriate.
- Act as the delegate to the Senior User for nominated systems and chair the national User Group when required ensuring that business requirements are fully articulated. Provide oversight for system changes ensuring appropriate change controls, risk and issuemanagement in place. Coordinate the user acceptance testing of software releases and management of change approval process according to NH procedures
- With guidance from Cybersecurity, manage system security issues in general to ensure information is stored securely and access is managed in accordance with identity and access management good practice. Manage data governance activities to comply with relevantlegislation and act as data custodian for the defined system.
- Manage administration resources to provide 2nd line support for support incidents and requests raised through National Highways IT Helpdesk.
- Maintain awareness of software developments and supplier roadmap and work proactively and collaboratively with the supplier and business owner to maximise return on investment.
- Work with Learning & Development and the system(s) super user community on training needs and develop training programmes appropriate to role-based system access.
- Update national process documents and training material in conjunction with supplier and Operations Quality Managers and participate in / lead audits as required to ensure compliance. Manage actions in relation to system and process audits to ensure systemcontrols are continuously improved.
- Participate in and/or lead projects to enhance or replace system functionality as appropriate.

To be successful
- Experience of Microsoft Office products
- Ability to present analytical insights to diverse audiences in both written and oral formats
- Good understanding of data and information management principles and best practices
- Proven track record in successful partnership working between IT and business functions to achieve effective service delivery and improvement
- Demonstrable experience of change control, risk management and associated governance in a complex organisation
- Proven ability to lead, develop and motivate a team
- Experience in UAT, interface testing and coordination of test plans
- Ability to influence system change through diverse stakeholder group
- Knowledge of Operations core business systems including ControlWorks, Airwave, NOMS etc is desirable
