Charity legislation is a core function within the wider Civil Society Strategy and Delivery team.

The Team is recruiting a policy adviser at Band B (HEO/SEO) to deliver work on charities legislation and regulation. This is an important role in a busy team with a programme of high profile, interesting and varied work. You will be part of a small team, which sits in the Civil Society and Youth Directorate in DCMS, advising on and delivering legislation, ensuring that charities can make the most of the benefits the legal framework provides.

**Job description**:
Responsibilities of the role include:

- Supporting the development of plans for a Post Implementation Review of the Charities Act 2022.
- Supporting the completion of a review of financial thresholds in charities legislation, including public consultation with a view to increasing thresholds in line with inflation.
- Delivering the team’s work on accounting and reporting by charities. This will principally be the development of Secondary legislation that aligns legal requirements with forthcoming changes to the Charities Statement of Recommended Practice (SORP).
- Advising other government departments on charity legislation and regulation or on OGD legislative plans which will impact on charities.
- Providing written and oral briefing on the development of legislative plans and ahead of parliamentary debates, Private Bills and debates on charities legislation and regulation.
- Supporting across the team the delivery of an effective legal and regulatory framework for charities, and other measures to support and sustain the charity sector.
- Engaging stakeholders in key ALBs (Charity Commission) and key sector bodies (Fundraising Regulator, Charity Finance Group, NCVO) to gather intelligence to feed into the development of future reforms.

**Person specification**:
**Essential Requirements**:

- An interest in policy and charity regulation particularly as it relates to DCMS sectors.
- Strong analytical skills, with the ability to research and analyse information and data to make sound recommendations and decisions.
- The ability to work at pace on a number of complex issues, prioritising effectively and delivering timely, quality outcomes.
- Strong written and oral communication skills, with the confidence to deliver complex and difficult messages to a variety of senior audiences.

**Desirable Skills**:

- Calmness under pressure, with the ability to juggle competing priorities and deadlines to deliver results at speed.
- Experience and knowledge of working with or developing and delivering legislation is desirable for this role.
- Some experience of regulatory practice and/or experience working with the charity sector is desirable for this role.
