Head of Estates

**Job**
As the Council’s Head of Estates and Property Review, you are accountable for creating value for money for the people of Derby through effective management of the Council’s land and property assets, including the Connect portfolio. You’ll ensure that customer needs are reflected in services and strategic priorities and secure improved outcomes for the citizens of Derby, in line with the Council’s budget. You’ll deliver the achievement of corporate objectives through effective leadership, management, and partnership working. You will act as the Head of Profession for all property-related advice.
**Duties and Responsibilities**:
- Act as the Head of Profession for all asset management, estates management, and valuation services in the Council.
- Collaborate as part of a multi-disciplinary team and lead a program of Property Rationalization to ensure colleagues and partners can deliver their services effectively from fit-for-purpose accommodation, while creating revenue savings, generating capital receipts, and reducing carbon emissions (in conjunction with the Council’s Carbon Action Plan).
- Effectively lead a team to deliver the Council’s disposal and acquisition program, including Compulsory Purchase and Right to Buy commissioning work from other teams and external Agents as required.
- Act as the senior Estates and Valuation professional providing strategic property advice to the Council, including major regeneration projects and housing development, and be the authorized signatory for Estates functions ensuring proper financial return from the Council’s property portfolio.
- Commission and ensure delivery of an annual program of capital accounting valuations and insurance valuations.
- Ensure all vacant land and property are managed effectively and the associated costs and liabilities are mitigated.
- Lead an Estates team to manage the Council’s land and property and maximize income.
- Be the budget manager for Estates & Property review budgets ensuring the generation of the revenue needed to meet the budget along with management of rental debt.
- Provide line management for the Connect Derby Manager.
**Skills and Experience**:
- Proven experience in property management or a related field
- Strong knowledge of property management principles and practices
- Proficient in using property management software (e.g., Yardi) for data entry and reporting
- Excellent administrative skills with attention to detail
- Strong communication skills, both written and verbal
- Ability to multitask and prioritize tasks effectively
- Exceptional problem-solving abilities
- Demonstrated leadership skills
