Our client are a specialist residential care and education provider with 24 residential care homes and 12 Schools across England and Wales. You will be Responsible to the Chief Executive Officer who himself has an HRD Background and will manage a team of 4: HR Manager, HR Advisors and HR Assistant. CIPD 7 required.
Recruitment is a key part of this role 40% they require an Head of HR or HRD from the social care sector who is used to a fast paced environment with entrepreneurial flair. You will have a strategy mentor in the CEO
Overall Objectives:
To take overall management responsibility for the HR department.
To provide strong leadership and direction to support the organization.
To provide HR strategic input and oversight.
To ensure that the strategic vision, qualitative objectives, and ethos of care are implemented throughout the organisation in a timely manner and to budget.
To develop and sustain effective and productive relationship/partnerships with external agencies, professional bodies, and stakeholders.
To oversee organisational Learning and Development, ensuring we deliver a training Programme that is both compliant and equips staff to look after high acuity young people, as well as ensuring attendance is maintained at prescribed levels.
To lead the recruitment strategy, working closely with the operations team to deliver localised recruitment campaigns, ensuring that we are recruiting the right individuals and that the vetting carried out is in line with regulations and files are compliantfor Ofsted visits.
Ensuring the homes maintain the right staffing levels and that new sites have staff teams for opening in line with our development timescales.
Responsible for overseeing employee engagement and retention strategies
Key Tasks:
To work closely with the CEO and Board of Directors to support the achievement of business goals and objectives.
To line manage and mentor the HR team to continuously improve and develop individual and team performance.
To interpret and advise on employment legislation advising on best practice.
Monthly board attendance and reporting of accurate and relevant data to inform board decision making and identify any issues within the workforce.
Fortnightly senior operations board attendance.
Strategic input regarding recruitment, retention, and development strategies across the business.
To oversee the recruitment activity within the organisation ensuring that the needs of the business and regulatory requirements are met.
Support of complex employee relations matters.
On-going review/audit of processes and procedures within HR to ensure efficiency and regulatory compliance.
Oversight and lead role in corporate social responsibility charter.
Completion of bi-annual staff surveys and reporting on results.
Person Specification

**Qualifications**:
Level 7 CIPD
Chartered MCIPD or Chartered FCIPD
Experience
Experience of working in social, emotional, and mental health needs
Experience of working at senior management level (at least 5 years)
Experience in sectors aligned to the business in terms of hourly paid staff/regulation/high levels of supervision and development requirements/moderate-high levels of ER issues
Experience of working to high quality standards on tight timescales requiring use of personal initiative and self-motivation
Proven experience of working collaboratively
Experience of managing people
Previous responsibility for business growth and development
Management of ER issues including employment tribunals
Knowledge
Legislative framework as relevant to HR
Generalist HR best practice knowledge
Skills and Abilities
Full Driving License
Proven ability to self-regulate to a high standard
Good IT Skills (inc. Word, Excel, Outlook & the Internet)
Resilient, people focused, solution focused and well organised
Of integrity and good character
Ability to positively represent the organisation at both internal and external events
