Information Rights Team Leader

The Information Rights Team Leader, based within the Information Governance team, will support the Trust to provide a coherent approach to Information Assurance and Compliance and will process information rights requests for both service users and staff ensuring compliance with statutory frameworks and timeframes including but not limited to Data Protection Act 2018/ UK GDPR, Access to Health Records Act 1990 and Freedom of information Act 2000.
To ensure the Trust’s regulatory and statutory obligations are being met in relation to internal Policies and Procedures and Data Protection Act 2018, UK GDPR, and Caldicott Principles.
This role requires an individual who can multitask and provides an efficient service under pressure requiring concentration in varying depths depending on the task or situation at hand.
This post requires skills to deal with complex, upsetting and sensitive information recorded in service user records, often dealing with bereaved relatives. There is a need to be particularly cautious managing sensitive information around serious crime when liaising with the police.
The post holder will operationally manage requests coming into the Trust for information held, under the Data Protection Act 2018, Freedom of Information Act 2000 and associated legislation.

**The post holder will**:
Lead the Information Rights team ensuring compliance with statutory deadlines through the effective management of the case management system and formation of standardised operational processes.
Ensure that they are familiar with all access to information requests coming in to the organisation and monitor trends and issues working to resolve them or escalate where appropriate.
Be responsible for Access to Records requests (SAR, FOI, and other related requests), ensuring they are delivered efficiently and effectively in line with Statutory requirements and national standards.
Ensure systems and processes are in place and operational so that requests can be extracted and responded to within the statutory time frame - this will include assisting with complex access to information requests (SAR, FOI) ensuring the public interest process takes place.
Be the first point of contact for complaints relating to access to information requests. This will involve reviewing a response and providing a decision to the requestor. Where required the post holder will support the Information Governance Manager in dealing with complex complaints involving the Information Commissioners Office.
Line manage the Information Governance Assistant(s) and their work encompassing Freedom of Information, Subject Access to Records, Individuals’ Rights Requests, Records Management and all Information Governance / Data Protection matters.
Support the development of policies and documents in line with legislation ensuring the Trust always remains compliant and up to date.
Prepare analysis reports of performance statistics to identify trends and areas for action and improvement and provide regular reports to Senior Management colleagues and committees.
Monitor and review completed disclosures under the Data Protection Act to ensure they observe all legislative requirements, and the relevant staff adhere to departmental policies and procedures.
Lead on the management of the Trusts Freedom of Information Publication Scheme and FOI Disclosure Log, ensuring appropriate systems are in place to maintain its accuracy and completeness, including negotiating with stakeholders and senior staff, as well as judging the appropriate level of content and detail.
Support the Information Governance Manager with the management of appeals, internal reviews and complaints, liaising with the Information Commissioners Office.
