Housing Revenue Officer

**Main Purpose**:To work in partnership and collaboration, engaging and supporting service users to meet their rental obligations and sustain their legal agreements with the Council. This role involves proactive early identification of tenants’ difficulties in meeting housing costs and intervening to minimize debt levels while maximizing housing revenue streams.

**Key Responsibilities**:
**Debt Management**: Intervene early to minimize tenant arrears and maximize housing revenue streams. Prioritize proactive engagement and employ a full range of contact, support, and enforcement techniques directed by the Housing Revenue Manager.

**Tenancy Sustainment**: Collaborate with the Neighbourhood and Tenancy Team to sustain tenancies. Focus primarily on collecting housing revenue and recovering housing-related debts.

**Service Development**: Support service leadership in developing initiatives to empower customers, sustain tenancies, and prevent homelessness.

**Legal Compliance**: Ensure compliance with housing acts, welfare reform acts, and possession claim protocols. Thoroughly record actions and activities, meeting pre-court protocol requirements.

**Financial Support**: Engage tenants to understand their financial situations, providing advice on welfare benefits (especially Universal Credit) to secure consistent housing cost payments.

**Stakeholder Collaboration**: Collaborate with stakeholders including Revenue & Benefits Team, DWP, Home Finance Officers, and support agencies to maximize benefits and minimize arrears.

**Referrals and Support**: Make referrals and collaborate closely with relevant colleagues for complex support needs beyond the role's scope.

**Repayment Management**: Negotiate and ensure affordable repayment arrangements, taking robust action when necessary.

**Legal Proceedings**: Prepare comprehensive court documents and manage possession claims, warrants for eviction, and variations of orders.

**Performance and Improvement**: Meet performance targets set by leadership, engage in service improvement projects, and contribute positively to change.

**Person Specification**:
**Qualifications & Professional Memberships**:

- CIH Professional qualification Level 3 or equivalent (desired)
- GCSEs including English, Maths (Grade A-C)
- Membership of CIH (desired)

**Knowledge & Experience**:

- Minimum three years in Housing Revenue or Income collection/recovery
- Extensive understanding of debt recovery processes across tenures
- Expertise in welfare benefits and their impact on tenants
- Legal process knowledge in debt recovery and possession claims

**Salary**: £17.59-£22.80 per hour
