Job role:
Working closely with the Board of Trustees, the Development Officer will support the development of Out of School Childcare for children with ASD and have additional and complex needs. The post holder will be responsible for the overall development and administrationof the Organisation's services in the execution of the Trustees' policies.The Development Officer's role will be to work on the development of the Provision.
General responsibilities:

- To provide leadership to the Childcare Provision and to take responsibility for its administration and the implementation of the strategic and accountability frameworks established by the Board of Trustees
- To work with the Trustees and Childcare Manager to develop appropriate policies and procedures relating to the Childcare provision
- To work in partnership with the Trustees, developing a long-term strategy for the Organisation within the vision
- Reporting to the Trustees on progress and providing information and answering for performance
- Ensure an enriched, effective, flexible, and stimulating play environment in which children with additional and complex needs are able to play freely is provided
- Co-ordinate with the Childcare Manager to manage the provision
- Support planning and preparation of play including activities, preparation of environment and resources, which meet their individual play needs
- Build effective and honest relationships with the community, including those who access the club
- Ensure risk assessments are carried out by the Childcare Manager, where appropriate including undertaking risk: benefit assessments on children and young people's play and supporting staff in this process
- To liaise with the school/venue to ensure that there is continuity of provision
- Making links with the wider community and other agencies in order to provide a range of opportunities for children and young people and to support the understanding of the children's right to play
- Follow guidelines and procedures for Safeguarding as recommended by the registering authority
- Supporting the Manager to ensure all the staff have an induction and there is a staff training plan in place
- Any other job deemed relevant by the Trustees.Organisational Development
- Development and implementation of the strategic plan for the organisation
- Building links and a strong network of contacts for the club
- Advocacy of the club with LEA, WG, etc.
- Carry out administration such as record keeping, budgeting, invoicing, procuring, and purchasing materials and equipment
- Ensure the maintenance of appropriate records, registers, and reports to ensure legal and regulatory requirements have been met by the Childcare Manager
- Ensure the records and systems are developed and maintained as determined by the Trustees
- Be responsible for the day-to-day financial administration of the club
- Work within agreed budgets as recommended by the Trustees
- Produce regular progress reports for the Trustees and attend Trustee meetings
- Attend internal and external meetings as necessary, to ensure the successful delivery and development of the service
- Organise and conduct various fundraising activities as directed by the Trustees
- Support in the development and maintenance of training plans for all childcare staff and ensure that they are in place
- Assist the trustees and childcare manager with line management responsibilities of staff as necessary
- To support in the implementation of induction plans and ensure that they are followed
- With the trustees and childcare manager to undertake recruitment of childcare staff
- Ensure that all aspects of service provision meet the requirements of relevant legislation e.g. The Children & Families (Wales) Measure 2010 and the Child Minding & Day Care Regulations 2010
- Undertake the requirements to comply with the National Minimum Standards for Regulated Childcare 2011
- Ensure that all activities are operated in accordance with equal opportunities legislation and all policies as agreed by the Responsible Individual and the Trustees where relevant
- Adhere to your personal responsibilities as an employee under Health & Safety at Work Act 1974
Supervisory responsibilities:
? Minimum Cache Level 3 in Children's Care, Learning & Development or equivalent
? Experience of working with children with ASD and additional and complex needs
? Experience in supervising staff and volunteers
? Knowledge of legislation relevant to the provision of Childcare for school-age children
? Demonstrate knowledge and understanding of safeguarding
? Experience working within a Charity setting and funding
? Ability to develop and maintain systems and records for the effective administration and financial management of the provision
? Knowledge of the United Nations Convention on the Rights of the Child
? An understanding of play and child development and the ability to meet children's individual needs
? To undertake training both statutory and CPD as directed by Trustees
? To be flexible with working hours, depending on the organisation's needs
- this will include evening and weekend work
? Digital Literacy skills and a willingness to train and develop (desirable)
? Cache Level 3 in Playwork
? Qualification and/or training for working with children with additional and complex needs and/or children with ASD
? Training qualification
? Hold a valid, enhanced DBS check
? Experience in management of childcare provision
? Experience in registering provision with CIW
? Ability to speak Welsh
? Ability to communicate using a range of different languages, e.g., Urdu, and sign language
