**Purpose of the Role**

The Head of People Business Partner role is a key role which partners Group Directors across specific internal client areas to ensure each part of Ofcom is operating effectively and delivering the organisational strategy.

The role ensures that Group Directors and their management teams are supported in their day-to-day leadership of the department whilst helping to develop clear People One and Three years Plans which are aligned to Ofcom’s overall strategy. This role thencoaches around the performance, alignment, delivery and evaluation, helping to organise work in the P&T function. This means being accountable for:

- Development and implementation of localised strategic and operational workforce plans; ensuring the delivery of the wider transformation and diversity & inclusion (D&I) agenda in the key Ofcom departments through alignment to the org-wide strategy, upfrontplanning and course correction along the way
- Understanding the culture and organisational readiness for change across each client group, taking into account their nuances and individual requirements and ability to act as senior partner to the Group Directors of Ofcom
- Working collaboratively with P&T and Finance to map out timely reviews and help measure the effectiveness of the solutions we have implemented including ability to act quickly and decisively to keep initiatives on track.
- Support the functioning of key people processes and the operational cycle, ensuring we deliver as one P&T team, whilst also acting as a key member on the People Leadership Team

The Head of People Business Partner role is critical in ensuring that both standard processes and change initiatives land effectively in the business organisation it is responsible for. This means being able to deftly provide ongoing insight and feedbackfrom the organisation into the People Operations and Centres of Expertise as we embed and deliver change to ensure that our People solutions are fit for purpose and are working effectively across Ofcom. As such, this role reports directly into the P&T Directoras part of the People Leadership Team (PLT). the day-to-day advisory service provided to the organisation is effective.

**Key Responsibilities**
- Be an active partner to your Group Directors and a full member of their leadership team and a leader in the Group, acting as the collaborative partner between the organisation and the wider P&T team to deliver cohesive and effective 'fit-for purpose’ Peoplestrategies, tools and frameworks
- Partner with the Group Director and Senior Directors as a member of their leadership team to ensure people priorities are understood, supported and are aligned to the wider organisation’s strategy
- Lead the shaping, creation and delivery of the three and one year People Plans across the client areas, identifying common themes and barriers to effective delivery which are shared as insight into the Centres of Expertise
- Lead on complex Organisational Design and culture change priorities across the client areas - ensuring wider stakeholder engagement across P&T and Ofcom as appropriate.
- Act as a coach to the Group Director and management team, providing support, challenge and feedback on their leadership style and impact in line with our Values
- Manage customer group expectations/demands with People resource, prioritising work to meet the demands of the priorities set out in the People Plan
- Identify barriers, which prevent the Organisation from operating effectively, and advise/implement strategies to minimise/remove these
- Work in collaboration with all P&T Operations and Centres of Expertise teams to provide insight and feedback into the development and continuous improvement of key people strategies and frameworks.
- Provide insight into potential barriers to effective implementation, measures and plans to mitigate risks, building strong relationships to ensure that collaboration happens at the scoping, test, and implementation stage of work
- Co-lead the people business partner team from a progress perspective and develop effectiveness by coaching
- Build, establish and maintain strong relationships with a variety of senior stakeholders
- Negotiate complex senior exits where required, manage any external parties and work with the People Business Partner to ensure the leaver process is concluded effectively
- Provide oversight to the P&T Director of all relevant risks and mitigations to be raised and addressed at SMT level

**Skills, Knowledge and Experience**
- Partnered at a Senior Executive level to collaboratively deliver people initiatives across the colleague lifecycle and act as a leader in the department representing the P&T Strategy
- Proven track record of creating, shaping, and executing against short and medium term People Plans
- Proven track record of change management and project management
- High levels of commercial and business acumen
- Evidence of excellent interpersonal and stakeholder management skills
- Experience of working collaboratively with People Operations and Centres of Expertise, knowing when and how to engage and comfortable holding contracting conversations on ways of working
- A self -starter and proactive in resolving issues and removing barriers to change and proven experience in supporting business readiness
- Able to influence senior stakeholders and comfortable in giving feedback and challenge on leadership style and impact
- Ability to see the bigger picture, spot issues and course correct plans
- Excellent line management, feedback, and coaching skills
- Aware of the broader impact of their decisions and provides visibility of these
- Highly developed communication and influencing skills to build and sustain relationships, with confidence and gravitas
