**Job summary**:
The Directorate of Assurance oversee much of the delivery of formal risk, assurance, counter fraud, cost assurance and cost analysis for Defence, with an ambition to be recognised, both within UK Government and internationally, as leaders in the development and delivery of risk and assurance services. We are a collaborative, innovative and inclusive team that provides support, challenge and assurance to strategic decision making at the heart of Defence.

The Defence Risk and Assurance (DRA) team is led by the Chief Risk Officer who reports to the Defence Board, the Defence Audit, Risk and Assurance Committee (DARAC), the Executive Committee (ExCo) and Defence Delivery Group (DDG).

The work undertaken within DRA ultimately supports the delivery of Defence outcomes for the Secretary of State and informs the Permanent Secretary’s accounting to Parliament in the Annual Reporting and Accounts. There are three teams within DRA that cover specific workstreams, Risk, Assurance and Insight & Innovation. This role is on the Assurance stream.

The Department relies on assurance from multiple sources, consistent with good practice. Risk and assurance activity is structured around the three lines of defence model, in line with the Orange Book. The model enables assurance activities to be categorised into 3 types of activities from internal management checks to independent external reviews. Defence aspires to a blended approach to provide the most insightful and informative assurance.

The role will lead the development of a Defence assurance map to bring understanding of the value of current assurance activities in managing the most significant risks, identifying gaps or duplications in assurance to empower decision making and focus resources. The map will be expected to demonstrate best effect from assurance and generate evidence-based knowledge of how well controls are operating.

DRA leads the Department’s Annual Assurance Reporting (AAR) process with submissions provided by the Military Commands, Top Level Budgets, Functions and Enabling Organisations. The purpose is to provide the Permanent Secretary (PUS), as Accounting Officer, and the Defence Audit and Risk Assurance Committee with an assessment of the level of assurance over the effectiveness of controls in place to manage risk, deliver objectives and meet obligations.

The role will support maturity and understanding of the value of blended assurance to drive improvements in assurance. The team will be responsible for analysing and reporting outcomes from the assurance map activity to inform in year reporting.

Posts based in London will attract the relevant London weighting.

**Job description**:
The job holder will be responsible for developing and delivering a Defence risk-focused Assurance Map and supporting Defence to mature and maintain the map. The role will be supported by a small dedicated team resource to enable the effective delivery of core responsibilities and objectives.

The job holder will be responsible for developing an delivering a Defence risk-focused assurance map, initially against the Defence principal risks, progressing to wider Defence risks. The map will adopt the three lines of defence assurance model (Orange book) and should look to exploit a digitised solution once established. The holder will support risk owners in developing robust assurance, addressing gaps and removing and duplication in activities, improving the efficiency of resources.

Once the map is successfully embedded for principal risks, the job holder will broaden it to include other Defence risks. The job holder will work collaboratively with others in DRA to deliver analysis and assessment of the effectiveness of assurance and into the wider assurance reporting process undertaken by Functions, TLBs and Enabling Organisations.

The job holder will be responsible for in year reporting to business area Senior Management Review forums, Defence Audit and Risk Assurance Committee (DARAC), and will provide input to end of year assurance reporting, culminating in the end of year report for the Chief Risk Officer (CRO) assessing the adequacy and effectiveness of assurance across Defence and deliver of a Defence Annual Assurance Report for the CRO, DARAC and Permanent Under-Secretary of State (PUS).
