**Finance Officer**

The post holder will be accountable to the Headteacher.

VLC offers therapeutic and caring alternative education for up to 40 young people aged 9-16 who are unable to access mainstream education. Our students are some of the most vulnerable young people in Warwickshire and surrounding counties. VLC works with children with SEN and EHCPs and those at risk of exclus ion. Many of our students have been or are school refusers, and/or have attachment issues or trauma. For many of our students, they have been excluded from other specialist provisions, meaning that often VLC is a last resort.

As a school we offer a broad and balanced curriculum taught 1-1 or in small groups, covering the national curriculum where possible. Our holistic approach not only focuses on their academic learning, but also students' social and emotional learning, preparing students for success at adulthood and supporting the wider family alongside other professionals. We also offer various forms of therapy and offsite activities to meet their needs. Some students join us on our school roll, while others attend part time or for a short period of time before transitioning to another school, or back into mainstream schools.

The learning centre was set up in 2014 by the Vineyard Church in Leamington. In 2019 it was separately established as a charitable organisation (1184444) and in 2020 registered with the DfE as an independent school for pupils aged 9-17. In 2021 we were graded 'Good' by OFSTED. We have been working with secondary schools across the county, the EIP, and SENDAR since 2014, and are placed on the LA's SENDAR and AP Frameworks.

**Duties and Responsibilities**

The Finance Officer is responsible for the financial development and sustainability of VLC Education, and for the financial probity of the organisation. They will support and work closely with the Head Teacher in advising on financial matters relating to VLC’s strategy and direction.
- Advise the Head Teacher, Governors and Core Team on all matters relating to financial strategy and operations
- Contribute to the development and implementation of VLC’s strategy, providing financial analysis and guidance on all activities, setting financial objectives and monitoring performance
- Contribute to VLC’s risk management efforts, including identifying strategic and operational financial risks, taking steps to mitigate these risks, and maintaining the VLC’s risk register
- Develop, implement and monitor VLC’s business plan, using effective financial and budget modelling and benchmarking to support strong decision-making
- Manage the budget process, from planning through to approval, working with Core Team and governors as appropriate
- Work with the Head Teacher, Core Team and Centre Leaders to prepare and monitor individual centres’ budgets in line with school development plans and VLC’s objectives
- Provide accurate and timely information to the Governing Board and Core Team to enable effective budgetary control
- Develop, implement and monitor VLC’s financial policies and procedures, enabling robust financial management
- Take appropriate action to address financial risks, problems and irregularities
- Develop and maintain an effective internal audit procedure for VLC, including producing timely audit reports and making recommendations for improvement
- Manage the external audit procedures for VLC, and follow up on any recommendations resulting from audits
- Establish and monitor effective procurement procedures in order to achieve financial efficiencies, including overseeing the tendering process
- Oversee VLC’s commercial contracts, ensuring they represent value for money
- Arrange and manage necessary insurance arrangements for VLC
- Oversee VLC’s cash position at all times, including overseeing bank deposits
- Support the income generation strategy for VLC
- Ensure VLC complies with its legal obligations and adheres to current financial regulations, including monitoring developments to legislation.
- Complete and submit financial returns as required, including to the Charity Commission
- Prepare and submit the VLC’s financial returns and reports, including annual accounts and monthly management accounts
- Take responsibility for VLC’s financial management system (Free Agent), including managing user access, providing training, considering future system developments and generating reports
- Work with the Bookkeeper and Head of People and Culture to support the effective delivery of payroll services for VLC Education
- Develop effective relationships with VLC’s stakeholders and partners in order to support its development and operation
