Radiation Protection Adviser/radiation Waste Adviser

**Job Purpose**
In this role, you will manage the Radiation Protection Service providing advice and specialist services to the University community in the areas of Ionising Radiation, Non-Ionising Radiation and Radioactive Waste management ensuring compliance with current legislation, including the Ionising Radiations Regulation 2017, the Environmental Authorisation (Scotland) Regulations 2018 and the Nuclear Safeguards (EU exit) Regulations 2019.

**Main Duties and Responsibilities**
1. Lead and manage a small team of qualified and experienced radiation safety professional and technical staff and undertake administrative and budgetary management of the Radiation Protection Service management unit. Ensure that RPS staff remain professionally trained and competent to fulfil the legal requirements of the Ionising Radiation Regulations 2017 and Management of Health and Safety at Work Regulations 1999
2. Provide an authoritative professional interpretation of the requirements of radiation safety and relevant environmental and nuclear safeguards legislation and guidance to University managers at institutional and at College/School/ Service levels, taking a leading strategic role in the development of the corporate policies and procedures required across the institution to meet these standards. Monitor forthcoming EU, UK and Scottish legislation on pertinent safety and environmental management issues relevant to the HE sector.
3. Drive and support the development of procedural arrangements across the institution ensuring that these are legally compliant and aligned with wider institutional priorities and objectives. Ensure that RPS provides high quality professional guidance and support to staff at all levels within all University management units.
4. In conjunction with staff within the RPS team, provide professional advice on the requirements of specialist radiation safety and relevant environmental legislation and guidance to assist School and Service managers across the University to develop and maintain suitable radiation safety and waste disposal procedures within their area of control.
6. Oversee management, accountancy and operation of radiation waste disposal, including management of the University Radioactive Waste Store and isotope deliveries (which are conducted by the RPS professional and technical staff, including this post, in University vehicles), waste contracts and periodic retendering of these ensuring delivery of a cost effective, reliable and legally compliant service.
7. Oversee and operate a comprehensive and robust programme of internal audit, examining radiation safety management policies, procedures and practices both at institutional level and within individual University management units, with the aim of ensuring legally compliant arrangements, practices, radiation safety controls, contingencies and equipment. Provide reports and recommendations to senior management level.
8. Oversee and manage a programme of multi-media radiation safety and waste training aimed at University staff and students, including the provision of externally accredited courses, to develop and maintain the competence of key University management staff, senior operational staff and other staff and students across the institution, procuring appropriate training provision by external tender where necessary.
9. Ensure institution understanding of incident reporting and investigation processes, overseeing and undertaking investigation of radiation incidents, onward reporting to relevant enforcement bodies where required and preparation of recommendations on preventative actions where appropriate.
10. Oversee and deliver a comprehensive and robust programme of personal dose monitoring arrangements and equipment for relevant students and employees working with radiation, managing and maintaining records of personal doses for the legally required period(s) of time and tendering/ procuring and managing appropriate dosimetry service contracts to support this. Assign classified and non-classified worker designations for those working with radiation and calculate and advise on dose estimates for work with specific radioactive materials, including radiopharmaceuticals.
11. Oversee technical management, calibration and maintenance of equipment provided for the monitoring of levels of ionising radiation, ensuring those using the equipment are competent to do so through the provision of suitable training as required.
12. Evaluate and assess existing work environments and equipment, and proposals for modified and new-build environments, safety features and equipment, to ensure suitable provisions, systems of work, maintenance, testing and repair programmes to achieve a compliant and safe standard of radiological safety management. Advise and contribute to laboratory design standards and the commissioning and decommissioning of radiological laboratories as required.
